After determining that a quorum was present and convening in an Open Meeting, the City
Council convened in a Closed Meeting on Tuesday, August 29, 2000 at 5:15 p. m. in the Council
Work Session Room.
PRESENT:Mayor Brock; Mayor Pro Tem Beasley; Council Members Burroughs, Cochran,
Durrance, Kristoferson and Young.
ABSENT:None
1.Closed Meeting:
A.Deliberations Regarding Certain Public Power Utilities: Competitive Matters ---
Under TEX. GOV’T. CODE Section 551.086.**
1.Received a presentation and information from Staff pertaining to the
Denton Municipal Electric (“DME”) proposed annual budget for the fiscal
year 2000-2001 and the updated capital improvement plan, as they relate
to DME; consisting of competitive electric and commercial information
relating to the details of the present and future operational and financial
plans and strategies of DME. Discussed, deliberated, provided Staff with
further direction, considered, and took action regarding such budget and
capital improvement matters respecting DME.
B.Consultation With Attorney --- Under TEX. GOV’T. CODE Section 551.071.
1.Considered and discussed possible settlement authority of litigation styled
Truman and Carole Harp v. City of Denton, Cause No. 98-30822-211,

currently pending in the 393 District Court of Denton County, Texas.
C.Deliberations Regarding Real Property — Under TEX. GOV'T. CODE Section
551.072.
1.Considered real property acquisition including real property value for a
potential public library site, 4.07 Acres in the B.B.B. & C.R.R. Co.
Survey, Abstract Number 186, Denton County, Texas.
Special Called Meeting of the City of Denton City Council on Tuesday, August 29, 2000 at 6:00
p.m. in the Council Chambers at City Hall.
1.The Council held a public hearing and received citizen input on the 2000-2001 proposed
budget.
The Mayor opened the public hearing.

2.The Council held a public hearing on a proposal to adopt a tax rate of .52815 per $100
valuation, which would exceed the lower of the rollback rate or 103 percent of the effective tax
rate.
The Mayor opened the public hearing.
No one spoke during the public hearing.
The Mayor closed the public hearing.
3.The Council considered approval of a resolution of the City Council of the City of
Denton, Texas announcing that it will vote on a tax rate at its regularly scheduled meeting of
September 5, 2000; providing for publication of notice of such vote on the tax rate; and
providing an effective date.
The following resolution was considered:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS
ANNOUNCING THAT IT WILL VOTE ON A TAX RATE AT ITS REGULARLY
SCHEDULED MEETING OF SEPTEMBER 5, 2000; PROVIDING FOR
PUBLICATION OF NOTICE OF SUCH VOTE ON THE TAX RATE; AND
PROVIDING AN EFFECTIVE DATE.
Cochran motioned, Beasley seconded to approve the resolution. On roll vote, Beasley “aye”,
Burroughs “aye”, Cochran “aye”, Durrance “aye”, Kristoferson “aye”, Young “aye”, and Mayor
Brock “aye”. Motion carried unanimously.
4.The Council received a report, held a discussion, and gave staff direction regarding the
2000-2001 operating budget and the 2000-2005 capital improvement program.
Council discussed the various aspects of the budget including the sales tax rate, the property tax
rate, and total city expenditures.
Council Member Cochran proposed to have an additional work session during the week to
discuss the budget one final time for a consensus prior to the next meeting to maintain the budget
calendar.
Mayor Brock stated that two further citizen requests had been received to speak on the budget.
Cochran motioned, Burroughs seconded to reopen the public hearing on the budget. On roll vote,
Beasley “aye”, Burroughs “aye”, Cochran “aye”, Durrance “aye”, Kristoferson “aye”, Young
“aye”, and Mayor Brock “aye”. Motion carried unanimously.
The Mayor reopened the public hearing.

Road
Tim Charles, 36 Oak Forrest Circle, Denton, 76205 – favor of proposed budget
The Mayor closed the public hearing.
The Council discussed the possibility of a Friday work session regarding the budget but as the
meeting would have to be posted 72 hours in advance, placing the meeting on Friday evening,
the suggestion was dropped.
Young motioned, Beasley seconded to proceed with Option 3 for Central Fire Station with the
understanding that further options would be looked at regarding the disposition of the present
building. On roll vote, Beasley “aye”, Burroughs “aye”, Cochran “aye”, Durrance “aye”,
Kristoferson “aye”, Young “aye”, and Mayor Brock “aye”. Motion carried unanimously.
Young motioned, Beasley seconded to direct staff to continue preparing the budget as proposed
for Council consideration. On roll vote, Beasley “aye”, Burroughs “aye”, Cochran “nay”,
Durrance “nay”, Kristoferson “aye”, Young “aye”, and Mayor Brock “aye”. Motion carried with a
5-2 vote.
5.There was no official action on Closed Meeting Item(s) under Sections 551.071-551.086
of the Texas Open Meetings Act.
With no further business, the meeting was adjourned at 7:55 p.m.
