Minutes July 23, 2001253 CITY OF DENTON CITY COUNCIL MINUTES July 23, 2001 The City of Denton City Council convened in a Work Session on Monday, July 23, 2001 at 12 noon in the City of Denton Work Session Room. PRESENT: Mayor Brock; Mayor Pro Tem Beasley; Council Members Burroughs, Fulton, McNeill, Phillips and Redmon. ABSENT: None 1. The Council received a report and held a discussion regarding the agenda process. Jennifer Walters, City Secretary, reviewed the current agenda process noting the deadlines involved in the process. Council discussed the pros and cons regarding a "paperless" agenda. Council Member McNeill expressed an interest in converting the current paper agenda to a "paperless" agenda. Mayor Brock stated that she. would like to see pros and cons regarding a "paperless" agenda in terms of staff time and process. Council Member Redmon expressed an interest in receiving draft agendas for future agendas so as to know when items were coming before the Council. Council Member Burroughs suggested making a distinction between council initiated items and staff items. Consensus of Council was to proceed with an example of a "paperless" agenda and develop a matrix format for future items noting staff and council initiated items. 2. The Council received a report and held a discussion regarding a council ethics policy. Dottle Palumbo, Assistant City Attorney, reviewed ethic ordinances and other restraints on conduct for council members. Fair Campaign Practices was discussed as noted in the Texas Election Code. She reviewed various cities and their conflict of interest provisions. Council discussed the provisions of a possible ethics ordinance that would apply first to the Council and then perhaps extend to the boards/commissions at a future date. Consensus of the Council was to proceed with the development of a draft ethics ordinance with a comparison with other cities. 3. Council considered possible future meeting dates. 254 City of Denton City Council Minutes July 23, 2001 Page 2 Consensus of Council was to schedule future meetings to fit member's schedules rather than a set schedule. The next meeting would be held on September 17th.
