CITY OF DENTON CITY COUNCIL MINUTES
August 15, 2001
Joint Meeting of the City of Denton City Council and the Denton Independent School
District Board of Trustees on Wednesday, August 15, 2001 at 12 noon in the Council
Work Session Room at City Hall.
PRESENT: Mayor Brock; Mayor Pm Tem Beasley; Council Members Burroughs,
Fulton, McNeill, Phillips, and Redmon.
ABSENT: None
1. Mayor Brock called the Denton City Council to order and announced a quorum.
2. The Council received a report and held a discussion regarding an update on the
Aquatic Center/Natatorium development.
Janet Simpson, Assistant Director of Parks and Recreation, indicated that a new
schematic was being designed for the project as it was necessary to downsize it. due to the
limitation of funds. Three options were possible - Necessity Strategy that included a
subsidy from both entities; Breakeven that would result in 100% recovery of costs; and
Reinvestment that would recover the costs of the project with reinvestment funds for
maintenance, etc. It was felt that Option 3, Reinvestment, was the best option to follow.
The Park Foundation was also working on funds for the project.
3. The Council received a report and held a discussion regarding the Denton ISD
Student Enrollment Profile.
Ray Braswell and Tony Crawford of the DISD presented projected enrollment figures for
the elementary and secondary schools.
4. The Council received a report and held a discussion on the current status of retail
deregulation and the sale of the Spencer Electric Generation Plant.
Glen Fisher reviewed the details of the sale of the Spencer Generating Plant.
5. The Council held a discussion regarding common Denton Appraisal District
issues.
Rick Woolfolk, DISD, stated that reports from the Appraisal District were not accurate
and not up to the standards required by the State. He felt it was necessary to have the
taxpaying entities in the County require the Appraisal District to provide correct figures
in the proper time frames. He felt it would be good to have another person from an
outside entity look at the process and not an elected official.

6. The Council received a report and held a discussion on the Chapter 41 status of
the Argyle ISD.
Ray Braswell, Superintendent of Schools, indicated that Argyle was experiencing
Chapter 41 in regarding to distribution of resources. The Argyle ISD would be holding
an election to see which option voters wanted in regarding to the funding - either
education of students from another district in Argyle or buy attendance credits from
Austin.
7. With no further business, the meeting was adjourned at 1:20 p.m.
