After determining that a quorum was present and convening in an Open Meeting, the City
Council convened in a Closed Meeting on Tuesday, November 13, 2001 at 5:15 p.m. in the City
of Denton Council Work Session Room.
PRESENT:
Mayor Brock; Mayor Pro Tem Beasley; Council Members Burroughs, Fulton,
McNeill, Phillips and Redmon.
ABSENT: None
1. The Council considered the following in Closed Meeting:
Consultation with Attorney - Under TEXAS GOVERNMENT CODE Section
551.071.

Considered and discussed possible settlement of litigation styled
Municipal Administrative Services, Inc. v. City of Denton, Cause No. 99-
50263-367, on appeal from the 367th District Court of Denton County,
Texas.
Special Called Session of the City of Denton City Council on Tuesday, November 13, 2001 at
6:00 p.m. in the Work Session Room at City Hall.
1. The Council considered adoption of an ordinance amending Ordinance No. 2001-135 of
the City of Denton, Texas, amending the procedures for adoption of the Denton Development
Code, a comprehensive rewrite of the City of Denton's development regulations pursuant to
Texas Local Government Code {}211.006 to provide for notice and a joint public hearing
between the Planning and Zoning Commission and the Denton City Council; and providing for
an effective date.
The following ordinance was considered:
NO. 2001-434
AN ORDINANCE AMENDING ORDINANCE NO. 2001-135 OF THE CITY OF
DENTON, TEXAS, AMENDING THE PROCEDURES FOR ADOPTION OF THE
DENTON DEVELOPMENT CODE, A COMPREHENSIVE REWRITE OF THE CITY
OF DENTON'S DEVELOPMENT REGULATIONS PURSUANT TO TEXAS LOCAL
GOVERNMENT CODE {}211.006 TO PROVIDE FOR NOTICE AND A JOINT
PUBLIC HEARING BETWEEN THE PLANNING AND ZONING COMMISSION
AND THE DENTON CITY COUNCIL; AND PROVIDING FOR AN EFFECTIVE
DATE.
Burroughs motioned, Beasley seconded to adopt the ordinance. On roll vote, Beasley "aye",
Burroughs "aye", Fulton "aye", McNeill "aye", Phillips "aye", Redmon "aye", and Mayor Brock
"aye". Motion carried unanimously.

Following the completion of the Special Called Session, the Council convened into a Work
Session.
1. The Council received a report, held a discussion, and gave staff direction regarding the
draft Development Code.
Joyce Pool spoke to the Council regarding the draft Development Code. She urged the Council
to hold adequate public hearings on the proposal so that the meetings did not run very late, as
people would not stay at the meeting if it were very late.
Doug Powell, Director of Planning and Development, stated that there was one outstanding issue
dealing with mapping issues. Attachment 5 in the agenda back-up materials outlined the
outstanding mapping issues.
Council discussed and determined by consensus the outstanding mapping issues as noted in the
attachment.
2. New Business
There were no items of New Business suggested by Council.
With no further business, the meeting was adjourned.
