Minutes December 19, 2001 DISDCITY OF DENTON CITY COUNCIL MINUTES December 19, 2001 Joint Meeting of the City of Denton City Council and the Denton Independent School District Board of Trustees on Wednesday, December 19, 2001 at 12 noon in the Board Room at the DISD Central Services Building, 1307 N. Locust, Denton, Texas. PRESENT: Mayor Brock; Mayor Pro Tem Beasley; Council Members Burroughs, Fulton, McNeill, Phillips, and Redmon. ABSENT: None 1. Mayor Brock called the meeting to order and announced a quorum. 2. The Council received a report and held a discussion regarding the Texas Instruments Facility/UNT. Norval Pohl, President-UNT, stated that UNT had a space deficit and funding for new buildings would not be available until 2005. The University looked at the old Texas Instruments building for an expansion of the engineering programs. The intent would be to keep ownership of the land but have long-term leases on the property for the tax rolls. 3. The Council received a report and held a discussion regarding the Aquatic Center. Janet Simpson, Assistant Director of Parks and Recreation, reviewed the background of the project and showed an update of Options A and B. She presented a summary sheet on how to get from Option B to A. Consensus of the Council and the Board was to find creative financing for Option A and to finalize the operating agreement as quickly as possible. 4. The Council received a report and held a discussion regarding Emergency Management Plans. Ross Chadwick, Fire Chief, stated that a joint preparation for emergencies was in progress and reviewed questions that were raised during a test emergency situation. A task force was developed to review procedures for joint operations during an emergency. 5. The Council received a report and held a discussion regarding Drainage Fees. Jim Coulter, Director of Water/Wastewater, reviewed the challenges with a drainage fee and drainage program. The DISD had requested an exemption from the drainage fees as members of the ISD would be paying double fees. The DISD requested that the City consider exempting DISD property from the drainage fee. Dave Hill, Assistant City Manager for Development Services, reviewed the revenue projections of the Denton Crossing project. 7. The Council received a report and held a discussion regarding Mayhill Road. Dave Hill, Assistant City Manager for Development Services, presented a major transportation projects update. 8.
