The City of Denton City Council held an Informational Briefing Session on Monday, January 28,
2002 at 5:00 p.m. in the Council Work Session Room at City Hall.
PRESENT: Mayor Brock, Mayor Pro Tem Beasley, Council Members Burroughs, Fulton,
McNeill, Phillips, and Redmon.
ABSENT: None.
After determining that a quorum was present and convening in an Open Meeting, the City
Council convened in a Closed Meeting and considered Item No. 2.
2. The Council convened in Closed Meeting on its Open Meeting agenda consistent with
Chapter 551 of the Texas Government Code.
The Council then returned to the regular agenda order.
1. The Council received a report, held a discussion, and gave staff direction regarding the
draft Development Code, including without limitation zoning map and text changes.
Doug Powell, Director of Planning and Development, stated that the language for Special
Exceptions had been revised for clearer understanding.
The Council accepted the changes.
The Council requested clarification of nonconforming use.
Powell stated that a nonconforming use was when a structure or property that had been zoned for
a specific use(s) had never been developed with that use and did not conform to the regulations
of the district it was located in after adoption of the Development Code.
The Council discussed allowing parking between a building and the street.
Consensus of the Council was that buildings along the interstate would be required to have a
minimum fifteen foot additional landscape area along parking areas in front of the building.
The Council discussed non-residential and mixed-use buildings and agreed that trash storage areas,
mechanical equipment, and similar areas should not be visible from the street.
The Council discussed "flag lots" and agreed to allow them.
The Council reviewed the mapping issues that they discussed in closed session (see the attached
chart).
Powell stated that the remaining mapping issues were PD-99 and PD-121.
The landowner for PD-99 had requested NRMU-12. Staff recommendation was NR-6.
Consensus of the Council was to change it to NRMU-12.
The applicant for PD-121 was asking for NR-6 on the balance of the property.

Consensus of the Council was to change it to NRMU-12 for the northern portion and NR-4 for
the southern half.
Powell stated that the last outstanding issue was the mapping of Bell Avenue. He stated that
several property owners had requested that their property, which was currently zoned Light
Industrial (LI) and Heavy Industrial (HI) be changed from the proposed Downtown Commercial
General (DC-G) designation.
Larry Calvert, Bell Avenue Self-Storage; Morgan Tolle, Harpool's; and Kenny Newton,
Morrison Milling were present to speak to the Council on this issue. They wanted the zoning
map changed to show the employment center designation for those properties currently used as
such.
Mayor Pro Tem Beasley suggested that the three property owners meet with the Planning Staff to
get their issues addressed.
Dave Hill, Assistant City Manager of Development Services, stated that those were the issues
that the Council had directed staff to look at.
Council Member Redmon stated that Cliff Reding had property at 211 Woodrow, 826 and 828
McKinney that were all zoned light industrial. He was concerned about existing uses.
Koshrow Sadeghian was also present and requested changes to the zoning map for property he
owned.
Mayor Brock requested that Mr. Sadeghian meet with the Planning Staff to get his issues
resolved.
With no further business, the meeting was adjourned at 9:15 p.m.
