Minutes January 29, 2002CITY OF DENTON CITY COUNCIL M1NUTES January 29, 2002 After determining that a quorum was present, the City Council convened in a Special Called Session of the City of Denton City Council on Tuesday, January 29, 2002 at 4:30 p.m. in the Council Work Session Room in City Hall, 215 E. McKinney Street, Denton, Texas. PRESENT: Mayor Brock; Mayor Pro Tern Beasley; Council Members Fulton, McNeill, Phillips, and Redmon. ABSENT: Council Member Burroughs 1. The Council considered approval of a resolution of the City Council of the City of Denton, Texas, appointing one member and two alternates to the Interim Executive Committee of the Denton County Transportation Authority; providing a repealer; and providing an effective date. Mayor nominated, McNeill seconded Joe Roy as the member, Jon Fortune as First Alternate and Stan Nixon as Second Alternate to the Interim Executive Committee of the Denton County Transportation Authority. On roll vote, Beasley "aye", Fulton "aye", McNeill "aye", Phillips "aye", Redmon "aye", and Mayor Brock "aye". Motion carried unanimously. Following the completion of the Special Called Session, the Council convened into a Planning Session. 1. The Council received a report, held a discussion, and gave staff direction regarding long range planning issues and their prioritization including without limitation economic development, transportation, planning and zoning, budgetary and financial issues. Mike Conduff, City Manager, stated that at the Council planning session, Council had developed a number of key areas dealing with future issues. One objective of this meeting would be to go through those major topics and develop sub-topics under the major topics and a schedule for the rest of the 2002 long range planning sessions. Council Member Burroughs arrived at the meeting. Council discussed the following major topics and developed associated sub-topics. [Will be looking at citizen survey on Feb. 19, 2002] · What is the impact After discussion on the above various major topics, Council ranked the major topics per their priorities. Those included: arena, streets, infrastructure, neighborhood preservation, airport improvements, regional transportation solutions, downtown, conference center, 50 year look at water, sewer and landfill and educational resources. Council also talked about how to conduct the long range planning meetings and the consensus was to allocate 15 minute staff presentations on research and best practices on issues; 45 minute presentations from experts; 30 minute presentations for partners/stakeholders; 30 minute discussions among themselves; and to involve citizens at the implementation phase rather than during initial discussion. New Business The following item of New Business was suggested by Council for future discussion or agendas: Council Member Redmon asked for a memo regarding the painting of the City's water towers.
