Minutes July 18, 2005 CITY OF DENTON CITY COUNCIL MINUTES July 18, 2005 After determining that a quorum was present, the City Council convened in a Special Called Meeting on Monday, July 18, 2005 at 11 :30 a.m. in the Council Work: Session Room PRESENT: Mayor Brock:; Mayor Pro Tem McNeill; Council Members Heggins, Kamp, Montgomery, Mulroy, and Thomson. ABSENT: None 1. The Council held a discussion and gave staff direction regarding nominations to the city's boards and commissions. Council discussed nominations and appointments to the various boards and commissions. A question was raised whether an individual could serve on two boards or commissions at the same time. Herb Prouty, Consulting Assistant City Attorney, indicated that state law prohibited an individual from holding two offices on a decision board at the same time. He would review whether that applied to non-decision mak:ing boards. Council felt that philosophically an individual should not serve on two boards at the same time. A follow-up question dealt with how long an individual had to be off a board before being reappointed to that same board. Prouty indicated that an individual was not eligible for nomination to a board for a year after serving three terms on a particular board. Council also noted that as they relied heavily on the recommendations of their boards and commissions, members should be appointed who work: favorably for the entire city. Council discussed the nominations presented for consideration and made further nominations to vacant positions. These nominations would be voted on at the July 26th council meeting. 2. The Council held a discussion and determined membership to Council Committees. Council discussed the current mak:eup of the various council committees and agreed on membership to those committees. It was suggested that enabling ordinances be drafted for the Council Mobility Committee and the Committee on the Environment. 3. The Council held a discussion and gave staff direction regarding the annual Council planning retreat. Council decided that it would lik:e to hold a planning retreat at a near off-site facility. They would have a half-day meeting in an afternoon and a half-day morning meeting the following day. The session would be self-lead and scheduled after the first budget session. After further discussion, the date was tentatively set for August 17 and 18 to be held at the Civic Center. 4. Closed Meeting: A. Deliberations regarding personnel matters - Under TEXAS GOVERNMENT CODE Section 551.074 1. Deliberate and discuss the appointment and the duties of public officers to the Construction Advisory & Appeals Board, Historic Landmark: City of Denton City Council Minutes July 18, 2005 Page 2 Commission, Planning & Zoning Commission, Traffic Safety Commission, Zoning Board of Adjustment, and any other board or commission of the City of Denton, Texas exercising discretionary powers as opposed to purely advisory powers. Individuals to be considered include: Council did not meet in Closed Session.
