March 5, 2012 Minutes CITY OF DENTON CITY COUNCIL MINUTES March 5, 2012 Joint Meeting of the City of Denton City Council and the Denton Independent School District Board of Trustees on Monday, March 5, 2012 at 11:30 a.m. in the DISD Central Services Building. PRESENT: Council Member King, Council Member Watts, Council Member Gregory, Council Member Engelbrecht, Council Member Roden, Mayor Pro Tem Kamp, and Mayor Burroughs. ABSENT: None 1.Mayor Burroughs announced a quorum of the Council and called the City’s portion of the meeting to order. He noted that Item 3 on the agenda would not be considered. 2.Receive a report from Michael Morris, Director of Transportation at the North Central Texas Council of Governments, providing a general overview of local government and independent school district opportunities for coordination, including land use, organizational process and communication, safety, and any other regional transportation issues; and hold a discussion with the Denton Independent School Board of Trustees regarding same. Mr. Morris stated that he and his staff would be presenting a report on school siting and transportation. He indicated that there were many positives to gain in coordinating school sitings and transportation issues. Elements needed for this coordination included partnerships, trust and communication. Karla Weaver, NCTCOG, indicated that partnership topics included traffic congestion, health and safety, community benefits, cost, environment, sense of community site design and infrastructure, future growth and coordinated planning. She presented ways communities could help with the siting of schools plus available tools, programs and funding sources. Next steps for the city of Denton and the DISD included developing a process for coordinating, planning, and communications. Morris stated that one important feature was to eliminate unintended consequences. Superintendent Braswell stated that growth often occurs in the unincorporated areas and then the ISDs had to deal with the infrastructure. He asked who would be a good coordinator to deal with that type of situation. Morris stated that there had been requests to the legislature for counties to have land use and planning abilities. Mayor Burroughs noted that infill put pressure on the DISD on how to either expand or squeeze a new school in those areas. In terms of transportation, the DISD did not bus within a certain distance of a school so students were driven to school which affected transportation. He asked about a program to set aside funds for siting issues to use when needed. City of Denton City Council Minutes March 5, 2012 Page 2 Morris stated they were working on a pilot study which would help formulate that issue. He suggested the City and DISD provide him with two-three projects to work on together and develop a pilot program for Denton. Council Member Roden asked about including DCTA in the discussions and questioned if the DISD coordinated with DCTA. Superintendent Braswell indicated that they had discussions in the past but not recently. It made sense to coordinate some of the routes. 3.Receive a report and hold a discussion regarding Denton Municipal Electric infrastructure and impacts on the Denton Independent School District. This item was not discussed 4. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the City Council or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda.
