CITY OF DENTON CITY COUNCIL MINUTES
February 2, 2016
After determining that a quorum was present, the City Council convened in a Joint Meeting with
the Denton Independent School. District Board of Trustees on Tuesday, February 2, 2016 at 11:30
a.m. in the Council Work Session Room.
PRESENT: Council Member Roden, Council Member Johnson, Council Member Hawkins,
Council Member Briggs, Mayor Pro Tem Gregory, Council Member Wazny and
Mayor Watts
ABSENT: None.
A.all to order; announce quorum, introductions.

Mayor Watts called the City Council portion of the meeting to order at 11:37 a.m. Council and
the Board of Trustees introduced themselves. Mayor Watts announced that a quorum of the
Council was present for the meeting.
B.Receive a report regarding the status of the Mentor Denton Program
Courtney Martin, DISD, provided an update on the status of the Mentor Denton program
including creating relationships in the community, current mentoring needs and upcoming
projects and events.
Discussion centered on background checks for participants, cost of the background checks and
who needed to do the checks.
C.Receive a report and hold a discussion regarding the status of programs and projects to
improve transportation and pedestrian access to Billy Ryan High School.
Gene Holloway, DISD, reviewed the buffer where the DISD did not have bus services, reviewed
the DISD/DCTA transportation survey, and the program action plan.
Discussion centered on hardship bus uses and transportation costs for parents.
John Davis, Director of Engineering, reviewed the status of McKinney Street and the
reconstruction of the roadway.
Discussion centered on the cost of the roadway, timeline for a pathway to school, options for
funding, and holding discussions to discuss options. Suggestions were offered to have the City
look into offering possible use of Council contingency funds to assist with the cost of bus service
for those not eligible.
D.Receive a report and hold a discussion regarding City of Denton Economic Development
incentive policies/practices and the impact of Economic Development projects to the Denton
Independent School District.
Aimee Bissett, Director of Development Services, presented an overview of incentive programs
and tools, plus examples of projects in the City.

Discussion centered on the impact of economic development on the DISD and the City together.
E.Receive a report and hold a discussion regarding the Denton Renewable Plan currently
under consideration by the City of Denton and Denton Municipal Electric.
Phil Williams, General Manager-DME, presented the Renewable Denton Plan in terms of mission
and direction from Council, portfolio mix, components of the system and advantages of low water
used and lower emissions.
Discussion centered on additional concerns for reliability and quality, solar power at the DISD
schools, and a possible joint venture between the DISD and City for generation.
With no further business, the meeting was adjourned at 2:02 p.m.
