City of Denton City Council Minutes
February 9, 2016
After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Work Session on Tuesday, February 9, 2016 at 2:00 p.m. in The Meeting Room at
theSouth Branch Library, 3228 Teasley Lane, Denton, Texas.
PRESENT: Council Member Roden, Council Member Johnson, Council Member Hawkins,
Council Member Briggs, Mayor Pro Tem Gregory, Council Member Wazny and
Mayor Watts,
ABSENT: None.
A.Receive a report, hold a discussion, and give staff direction regarding the Denton Public
Library’s annual report for FY 2014-15, an update on the strategic plan, andthe future
direction of library operations for the City of Denton.
Terri Gibbs, Director of Libraries, introduced the management staff for the Library system. She
presented background information on South Branch Library including challenges for the location.
Highlights from 2014-2015 were noted. Topics reviewed included Customer Service, annual
figures for number of items checked out, number of people who visited the library, attendance of
library class events, number of items in the collection, Internet access, technology in terms of
business resources and hardware options.
Library focus in terms of the Strategic Plan for 2014-2016 were reviewed. In Year Two the Library
had a 70% action rate on remaining items for the Strategic Plan. The focus was on community.
Part of that focus included serving the underserved by embedding librarians in events and
partnerships with neighboring cities such as the city of Corinth and community education. Future
plans included a special collections strategic plan, and vital archives.
Council discussion centered on the DPL2Go initiative, an interest in expanding and monitoring
the amounts needed and where the next location for a branch might be needed.
Following the completion of the Work Session, the Council convened in a Closed Meeting at 2:55
p.m. to consider the following item:

A.ID16-205 - Consultation with Attorneys - Under Texas Government Code Section 551.071
Consult with the City’s Attorneys on the status, strategy, and potential resolution of litigation
styled, Bishop v. City of Denton, Texas and Darius M. Porter, Cause No. 4:14-CV-608,
currently pending in the US District Court for the Eastern District ofTexas, Sherman
Division.
Following the completion of the Closed Meeting, the Council reconvened in Open Session at 3:15
p.m. to consider the following:

Ordinance No. 2016-038
A.ID16-206 - Consider adoption of an ordinance authorizing settlement of litigation styled
JasonBishop v. City of Denton, et al., Cause No. 4:14-cv-608, currently pending in the
US District Court, Eastern District, Sherman Division, under terms previouslydiscussed
in Closed Session, and further authorizing the City Manager to approve acompromise
settlement agreement, and such other documents recommended by theCity’s Attorneys as
necessary or appropriate to effectuate such terms of settlement; approving the expenditure
of budgeted funds; and declaring an effective date.
City Attorney Burgess presented the details of the ordinance and noted that staff was recommending
approval.
Council Member Johnson motioned, Mayor Pro Tem Gregory seconded to adopt the ordinance.
On roll call vote, Council Member Johnson "aye ", Council Member Hawkins "aye", Council
Member Briggs "aye", Mayor Pro Tem Gregory "aye", Council Member Roden “aye”, Council
Member Wazny "aye", and Mayor Watts "aye Motion carried unanimously.
2. CONCLUDING ITEMS
A.Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the
CityCouncil or the public with specific factual information or recitation of policy, or
accept aproposalto place the matter on the agenda for an upcoming meeting AND
Under Section 551.0415 of theTexas Open Meetings Act, provide reports about items
of community interest regarding which noaction will be taken, to include: expressions
of thanks, congratulations, or condolence; informationregarding holiday schedules; an
honorary or salutary recognition of a public official, public employee, or other citizen;
a reminder about an upcoming event organized or sponsored by the governing body;
information regarding a social, ceremonial, or community event organized or sponsored
by an entity other than the governing body that was attended or is scheduled to be
attended by a member of the governing body or an official or employee of the
municipality; or anannouncement involving an imminent threat to the public health and
safety of people in themunicipality that has arisen after the posting of the agenda.
Mayor Watts requested a letter on action associated with the lease of Lake Lewisville.
With no further business, the meeting was adjourned at 3:20 p.m.
