November 05, 2018 Minutes CITY OF DENTON CITY COUNCIL MINUTES November 5, 2018 The City Council of the City of Denton, Texas participated in a Runway Groundbreaking Ceremony on Monday, November 5, 2018 at 10:30 a.m. at Denton Enterprise Airport, 5000 Airport Road, Denton, Texas. After determining that a quorum was present, the City Council of the City of Denton, Texas convened in a Work Session on Monday, November 5, 2018 at 11:00 a.m. in the Airport Meeting Room at Denton Enterprise Airport, 5000 Airport Road, Denton, Texas. PRESENT: Council Member Briggs, Council Member Duff, Council Member Meltzer, Mayor Pro Tem Ryan, and Mayor Watts. ABSENT: Council Member Hudspeth, Council Member Armintor. 1. Work Session Reports A. ID 18-1814 Receive a report, hold a discussion, and give staff direction regarding the Airport Strategic Plan. Scott Gray, Airport Manager, reviewed recent accomplishments for the Airport. Major projects included an audit of Airport leases, review of Airport rates and fees schedule, and assessment of airfield lighting and signage enhancements. Budget Management included audit revenue enhancements and zero-based budgeting. Business process improvements included creation of a work order system, revised Airport development processes and enhanced billing processes. Workforce management improvements included reorganization of staff duties and an enhanced airfield inspection program. Gray stated that upcoming projects included addition of a second runway, rehabilitation of airport roads and the primary runway, and creation of Airport guiding documents. He stated that the 2015 Airport Master Plan provided direction in regards to the Airport’s future and provided a 20-year capital development plan to address the Federal Aviation Administration’s approved forecast aviation activities through the year 2032. He stated that the primary purpose of the Airport Business Plan was to address the establishment of an Airport Enterprise Fund, brand and marketing efforts, and long term development of the Airport. Strategic Initiatives included Federal Airport Regulations Part 139 Airport Certification which allowed unscheduled operations by large aircraft designed for more than 30 passenger seats; for example Sports Charters (UNT) and Texas Motor Speedway Charters. Implementation Factors to be considered included funding, Fire Department and Police Department support. Another Strategic Initiative was a Targeted Market which included charter companies (base operator vs. passenger operations) and based corporate operators. Limited Market potential included passenger service; cargo operators, and private small aircraft operators. Gray reviewed the Westside Development and the Eastside Development of the Airport along with Westside Surface Transportation. Gray asked for Council’s direction regarding the FAR Part 139 certification; Focus on a Targeted Market; Continue Master Plan Capital Improvement Plan, and Westside Surface Transportation Alternatives. ID 18-1828 Receive a report, hold a discussion, and give staff direction regarding the performance evaluation process for the City Council appointees. Carla Romine, Director of Human Resources, reviewed the current process for Council. She stated the during the mid-year review process for Council appointees, former Mayor Pro Tem Bagheri had requested that Council consider memorializing the review discussion in writing for each appointee for the formal review in October. The intent was for the written document to be included in the appointees’ file for future reference. The Mayor had requested that Human Resources staff contact Texas Municipal Power Agency to get a copy of their evaluation form. The form was sent to Council Members requesting feedback. None was received, so an Informal Staff Report was sent to Council. Feedback was received from some of Council but there was a difference of opinions. Council discussed documentation as part of the process; personnel file should not contain a document that was someone’s opinion; being transparent and honest; should be a consensus of Council as to what went in the personnel file; current Council should not be influenced by anything said by previous Council; reviews did not need a numerical score. Consensus of Council was that there would not be a consensus of Council related to using a form, but developing a set of characteristics to use in conversation with appointees would be beneficial. C. ID 18-1809 Receive a report, hold a discussion, and give staff direction regarding the City of Denton’s 2019 State Legislative Program for the 86th Texas Legislature. Jessica Rogers, Deputy Director of Public Affairs and Intergovernmental Relations, reviewed the thth background and results for the 85 Legislative Session. She provided a preview of the 86 Legislative Session. Brandon Aghamalian with Focused Advocacy reviewed the issues for the next legislative session and the Governor’s property tax proposal. Rogers reviewed the basics of the Legislative Program for the new Council Members and reviewed the 2019 program. She stated that the purpose of the program was to provide clear position statements on a wide range of potential legislative issues. It provided direction to staff in how to respond to proposed and filed legislation during the legislation session. The Council also discussed adding potential legislation regarding DCTA and the size of the board of directors to the City’s legislative agenda. Discussion also included cost of bus service and whether Denton was being served fairly for the amount of Denton’s sales tax contribution. City Manager Hileman stated that the City was expecting a cost analysis from DCTA that should explain how the sales tax funding was being allocated. D. ID 18-1922 Receive a report, hold a discussion, and provide staff direction regarding Denton’s 2020 Census Complete Count Committee. City of Denton City Council Minutes November 5, 2018 Page 3 Bryan Langley, Deputy City Manager, provided an update on the progress to-date of the Complete Count Committee. He stated that the November 6 Council agenda included a resolution establishing the Complete Count Committee. He stated that the U.S. Census Bureau would be providing training to groups who had expressed interest in assisting with Complete Count Committee initiatives. 2. Concluding Items A. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the City Council or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. Council Member Briggs requested an update on the proposed cultural district.
