After determining that a quorum was present, the City Council convened in a Work Session on
Monday, May 6, 2019, at 12:02 p.m. in the Council Work Session Room at City Hall, 215 E.
McKinney Street, Denton, Texas.
PRESENT: Mayor Chris Watts, Mayor Pro Tem John Ryan, and Council Members Gerard
Hudspeth, Keely Briggs, Don Duff, and Deb Armintor
ABSENT: Council Member Meltzer
Also present were City Manager Todd Hileman and First Assistant City Attorney Larry Collister.
WORK SESSION
Mayor Watts announced Item 1.0 (ID 19-1026) would be done first and Item 1.D (ID 19-744)
would be held in the City Hall Conference Room (basement).
C. ID 19-1026 Receive a report, hold a discussion, and give staff direction for the
reauthorization of Denton's bike share program including amending the interlocal agreement
with the University of North Texas.
Mayor Watts announced Council Member Armintor had a conflict of interest on the item and
had left the Work Session Room.
The presentation centered on (1) existing program overview; (2) proposed changes; (3)
statistics on participation with a total of 50,094 rides; (4) bike share ride paths, including map
overview of those paths; (5) bike share drop off locations; (6) pilot program experience,
including problems reported, provider responsiveness with no bicycles impounded or
collected during pilot period; (7) proposed changes, including (a) increase from 250 to 400
bicycles at UNT, and (b) make program a permanent program; and (8) next steps, with formal
adoption by the City Council scheduled for September 21 St
City Council consensus was to proceed as presented.
A. ID 19-347 Receive a report from staff, hold a discussion, and give staff direction regarding
proposed amendments to the Naming Policy Guidelines for City Buildings, Facilities, Land,
or any Portion Thereof.
The presentation centered on (1) summarizing the existing policy, including conditions under
which to name after (a) individual, (b) organization, and (c) purchasing naming rights; (2)
procedures for the naming process; (3) proposed amendments, as the last time policy was
amended was in 2012, with formal adoption at a future City Council meeting.

Staff to provide information on Denton County and State of Texas policies for naming public
facilities owned by each entity respectively and if any laws are in place impacting or
prohibiting the City's naming policy and create a link on City's website about the Bike Share
program.
City Council consensus was to proceed as presented.
B. ID 19-967 Receive a report, hold a discussion and give staff direction regarding the proposed
options for the Hickory Creek Road Realignment Project.
The presentation centered on (1) background information on the feasibility study and design
limits; (2) existing conditions, alternatives, estimated costs, meeting with affected property
owners, and schedule to achieve construction: (a) Riverpass Dr. to FM 1830, including review
of map detailing route, (b) the Interim 4-Lane section, (c) Ultimate 6-lane section, and (d)
alternatives which include (Option 1) At-Grade (KCS), and (Option 2) Grade-Separated
(KCS).
City Council consensus was for Option 2.
Staff to provide information on additional costs for bringing the Hickory Creek widening
project to six lanes, and how many daily trips go through Denton on the Kansas City Rail
Line.
D. ID 19-744 Conduct an automated external defibrillator (AED) and cardiopulmonary
resuscitation (CPR) training.
At 12:40 p.m., Mayor Watts announced the City Council would receive the training in the
City Hall Conference Room (basement). As a result, City Council moved to that room.
Attending and participating in the training were Mayor Watts, Mayor Pro Tem Ryan and
Council Members Briggs, Hudspeth, and Armintor.
