implementation of an exclusive pedestrian phase in the traffic signal operations of the
downtown intersections at Oak and Elm, Oak and Locust, Hickory and Elm, and Hickory
and Locust as a pilot program for evaluation as a sa%ty impro�ement for all modes of
transportation in the downtown area.

Council Member Meltzer moved a substitute motion to adopt the item as presented under
Option 2 and amend the setback to 1500'. Motion seconded by Council Member Armintor.
Motion failed.
