COMMITTEE ON CITIZEN ENGAGEMENT MINUTES
March 25, 2013
After determining that a quorum was present, the Committee on Citizen Engagement convened
in a meeting on Monday, March 25, 2013 at 1:00 p.m. in the City Hall Conference Room at City
Hall.
PRESENT: Council Member Roden, Council Member Gregory, Council Member Engelbrecht,
Betty Williams (CMO), George Campbell (CMO), Anita Burgess (Legal), Robby
Stengel (PCO), Kevin McGinnis (PCO), Tonya Demerson (Reprographics)
1. Consider approval of the minutes from the meeting of February 27, 2013.
Council Member Gregory motioned to approve the minutes, and Council Member
Engelbrecht seconded. Minutes were approved.
2. Hold a discussion and receive a presentation regarding methods the city uses to communicate
with citizens.
George Campbell, City Manager, gave a presentation on city communication. This
presentation was previously given to the League of Women Voters.
Council Member Gregory asked how Denton compared to other cities regarding citizen
involvement on boards and commissions. Campbell stated that the City of Denton probably
had more advisory boards than other cities and not all cites have a utility like Denton
Municipal Electric.
Gregory asked how the methods of communication were evaluated for effectiveness.
Campbell stated that it was difficult to retire certain communication methods due to the
various constituents and how they receive information. Staff continued to investigate
methods to measure the cost and staff time involved compared to the effectiveness of the
communication method.
Council Member Engelbrecht requested a legal review of liabilities of staff and council
communication utilizing various methods (i.e., e-mail and social media), including personal
email and other electronic communication methods .
Anita Burgess, City Attorney, stated that Legal would schedule a discussion in a closed
session on the Public Information Act and potential liability with current devices and other
issues.
Council Member Roden stated that citizen engagement could be put in categories: 1) easy
access to information; 2) ease of doing business; 3) contribution to policy discussions; 4)
expression of citizen concerns; and, 5) satisfaction with the City.
3. Hold a discussion regarding prioritization of topics into short term and long term goals.
The Committee reviewed the list.

4. Set next meeting date.
Council Member Engelbrecht requested a police department presentation regarding
information on their citizen engagement efforts.
Next meeting set for Monday, May 20 at 1 p.m.
5. With no further business, the meeting was adjourned 3:05 p.m.
