COMMITTEE ON CITIZEN ENGAGEMENT MINUTES
April 11, 2014
After determining that a quorum was present, the Committee on Citizen Engagement convened
in a meeting on April 11, 2014, at 1:00 p.m. in the Council Work Session Room at City Hall.
PRESENT: Council Member Roden, Council Member Gregory, Council Member Engelbrecht,
Bryan Langley (ACM), Alison Ream (CMO), John Cabrales (ACM), Brian Lockley
(Planning), Katia Boykin (Planning), Abra Nusser (Planning), Jim Mays (Parks),
Julie Glover (Economic Development), Kevin McGinnis (PCO), Robby Stengel
(PCO), Kiersten Dieterle (PCO), Tonya Demerson (Reprographics)
1.Council Member Roden called the meeting to order.
2.The Committee considered approval of the minutes from the meeting of March 6, 2014.
Council Member Engelbrecht motioned to approve minutes; Council Member Gregory
seconded. The minutes were approved.
3.The discussion regarding the University of North Texas community engagement efforts was
tabled.
4.The Committee received a report from Katia Boykin (Planning) and held a discussion
regarding the Neighborhood Empowerment Program.
Katia discussed the NEP Grants awarded to date:
Downtowner’s Association - Denton Arts Walk of Fame (Julie Glover) - $10,000
Downtowner’s Association and City of Denton Parks & Recreation Department- Downtown
Bike Racks (Jim Mays) - $8,400
Katia discussed the changes to the current process and noted that the Delta Sigma Theta
Sorority, Inc. of Denton County and the Southeast Denton Neighborhood Association
(SEDNA) are partnering together on a grant application. The McKinney Street Apartment
Tenants Association and the Denton Police Department are also partnering together for a
grant application.
The Oak Meadows Apartment Association worked with the Denton Police Department to
apply for funding for the Midnight Hoops Basketball program.
Council Member Roden asked for clarification on the program flexibility, the matching funds
required, and the percentage of volunteer hours needed for the program. He asked if the
Downtowner’s Association was able to meet the matching funds requirement.
Julie Glover, Economic Development Program Administrator, stated that the design for the
bike racks was donated, and the Downtown Association partnered with Main Street
Association and the Parks & Recreation Department to get additional volunteer hours.
John Cabrales, Assistant City Manager, stated that volunteer time can be counted as an in-
kind donation, and that a dollar for dollar match is not required.

Council Member Roden suggested that the additional clarification on the program
requirements and flexibility is provided at the beginning of the process.
Roden asked if the Planning Department has worked with the Police on the NextDoor
application to promote the program; Katia stated that they will review that partnership.
5.Management Report.
Council Member Roden suggested keeping the 311/CRM project on the agenda as recurring
topic.
Bryan Langley, Assistant City Manager, stated that the internal committee is meeting to
determine next steps.
Council Member Engelbrecht suggested keeping the UNT engagement on the agenda.
6.The Committee held a discussion to set the next meeting date and topics for discussion.
Next meeting set for June, 2014.
7.With no further business, the meeting was adjourned at 2:00 p.m.
