2016-12-05 Committee on the Environment Minutes 1DRAFT MINUTES 2CITY COUNCIL COMMITTEE ON THE ENVIRONMENT 3December 5, 2016 4 5After determining that a quorum of the Committee on the Environment of the Denton City 6Council was present, the Committee on the Environment thereafter convened into an Open 7Meeting on Monday, December 5, 2016 at 1:57 p.m. in the City Council Work Session Room 8215 E. McKinney, Denton, Texas. 9 10Present: Council Member Dalton Gregory, Council Member Joey Hawkins and Council 11Member Keely Briggs 12 13Also Present: Howard Martin, ACM;Kenneth Banks, Director Environmental Services and 14Sustainability; Katherine Barnett, Sustainability and Special Projects; Deborah 15Viera, Environmental Compliance Coordinator; Kathy Jack, Conservation 16Program Coordinator; Stephanie Corley, Sustainability Coordinator; Jessica 17Rogers, Energy Services Manager; and Kim Mankin, Administrative Supervisor 18 191.REGULAR MEETING: 20 21A.COE16-033 - Consider approval of the Committee on the Environment meeting minutes of 22October 3, 2016. 23 24 Approved as circulated 25 26B.COE16-035 - Receive a report, hold a discussion, and provide direction regarding Denton 27Development Code Subchapter 17 Environmentally Sensitive Areas (ESAs). 28 29Deborah Viera gave the presentation that focused on code language additions with the purpose of 30making the code more clear, improve organization, and easier to understand. Staff identified 31numerous additions throughout Subchapter 17, the review of staff proposed code additions will 32require multiple presentations. Code language policy changes will be addressed in future 33presentations. There are no changes in policy or to the ESA map with these additions. 34 35These additions are consistent with the new site plan review process and will require changes to 36regulations outside Subchapter 17. 37 38Viera went over the additions line by line. 39 40There was much discussion regarding the options, changes and additions. 41 42Viera will continue with the changes at the next Committee on the Environment meeting in 43January. 44 45The consensus was to keep moving through the changes. 46 47C.COE16-034 - ACM Update: 11. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the 8Committee on the Environment or the public with specific factual information or recitation of 9policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND 10Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of 11community interest regarding which no action will be taken, to include: expressions of thanks, 12congratulations, or condolence; information regarding holiday schedules; an honorary or salutary 13recognition of a public official, public employee, or other citizen; a reminder about an upcoming 14event organized or sponsored by the governing body; information regarding a social, ceremonial, 15or community event organized or sponsored by an entity other than the governing body that was 16attended or is scheduled to be attended by a member of the governing body or an official or 17employee of the municipality; or an announcement involving an imminent threat to the public 18health and safety of people in the municipality that has arisen after the posting of the agenda. 19 20Update on development code for recycling services – Gregory 21Update Air quality – Briggs 22 23The meeting was adjourned by consensus at 3:28 p.m.
