2013-03-05 Council Airport Committee Minutes City Council Airport Committee Tuesday, March 5, 2013 Draft Meeting Minutes After determining that a quorum was present, the Airport Committee of the Denton City Council convened in a regular meeting on Tuesday, March 5, 2013, at 2:00 p.m. in the City Hall Conference Room, 215 E. McKinney Street, Denton, Texas. PRESENT: Council Member and Chair, Jim Engelbrecht; Mayor Pro Tem Pete Kamp and Council Member Chris Watts. STAFF PRESENT: Assistant City Manager, Jon Fortune, Aviation Director, Quentin Hix; City Attorney John Knight and Airport Operations Coordinator and Recording Secretary, Andrea Sumner. OTHERS PRESENT : Desiree Voth, Assistant City Attorney, The meeting was called to order at 2:00p.m.by Council Member Engelbrecht. OPEN MEETING 1)Consider approval of minutes from the meeting held on January 8, 2013. Mayor Pro Tem Pete Kamp motioned to approve the minutes followed by a second by Council Member Chris Watts. The motion carried unanimously . 2)Receive reports by citizens and other interested persons. There were no reports by citizens and other interested persons. 3)Receive a report and hold a discussion regarding a proposal for development of aircraft hangars at Denton Enterprise Airport; Mr. Hix presented information on the opportunity for development of aircraft hangars on the Airport. There is a waiting list for hangars and the Airport is currently in need of about 100 hangars. Staff is preparing an RFQ (Request for Qualifications) for a development in the southeast area of the Airport. All respondents will have their own unique proposal for development of that property and it will be reviewed by staff to choose the development most beneficial for the Airport. There are at least three (3) development teams that have shown an interest in this property. A financial pro-forma was presented and discussed with the Committee regarding different possibilities for a public/private partnership to development hangars. 4)Receive a report and hold a discussion regarding a proposed ordinance approving and authorizing the concession to Fair 2000, Inc. to sell alcoholic beverages at 1 designated locations during the 2013, 2014 and 2015 Denton Air Fair, Inc. Air show events, upon certain conditions; and providing an effective date. Mr. Hix presented information regarding a proposal by the Air Fair Committee for Fair 2000, Inc. (Fair 2000) to be the exclusive vendor for alcoholic beverages at the Denton Airport Air Shows. Fair 2000 is the business entity associated with the not-for-profit North Texas Fair and Rodeo Association to conduct alcohol and other vendor sales. The alliance with Fair 2000 is a continuation of the successful association which began in 2012 and it is proposed to continue for the next three annual Air Shows. Mayor Pro Tem Pete Kamp motioned to approve, followed by a second by Council Member Jim Engelbrecht. The motion carried unanimously. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Airport Committee of the Denton City Council or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting. AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda.
