Approved Meeting Minutes
After determining that a quorum was present, the Airport Committee of the Denton City Council
convened in a regular meeting on Tuesday, September 9, 2014, at 1:30 p.m. in the City Hall
Conference Room, 215 E. McKinney Street, Denton, Texas.
PRESENT: Council Member and Chair, Jim Engelbrecht; Council Member Joey Hawkins; and
Council Member Greg Johnson.
ABSENT: None
STAFF PRESENT: Director of Aviation, Quentin Hix; Deputy Attorney, John Knight;
and Administrative Assistant and Recording Secretary, Julie Mullins.
OTHERS PRESENT: Real Estate Specialist, Pamela England; Deputy City Attorney, John
Knight; Deputy City Attorney, Larry Collister.
The meeting was called to order at 1:37 p.m.
OPEN MEETING
1. Consider approval of minutes from the meeting held on February 11, 2014.
Council Member Joey Hawkins motioned to approve the minutes. The motion carried
unanimously.
2. Receive reports by citizens and other interested persons.
With no reports by citizens or other interested persons, Council Member Jim Engelbrecht
directed the Committee's attention to the next item.
3. Receive a report and hold a discussion and consider a recommendation to City
Council regarding an ordinance of the City of Denton, Texas authorizing the City
Manager to execute on behalf of the City of Denton an Airport Project Participation
Agreement with the Texas Department of Transportation relating to certain
improvements at the Denton Enterprise Airport; authorizing and directing the City
Manager or his designee to expend funds as provided for in said agreement and to
execute documents on behalf of the City of Denton in order to implement the project;
and providing an effective date.
Mr. Quentin Hix gave a presentation on the Airport Project Participation Agreement with
the Texas Department of Transportation to complete engineering and design for a
Westside. The cost sharing will be 85/15. Mr. Quentin Hix provided drawings
preliminary layout of the runway.
Mr. Greg Johnson made a motion to approve the Airport Project Participation Agreement
with the Texas Department of Transportation Aviation Department and make a
recommendation to the City Council.
Mr. Joey Hawkins seconded the motion. The motion carried unanimously.
4. The City Council Airport Committee will convene in a Closed Meeting to consider
specif'ic items when these items are listed below under the Closed Meeting section of
this agenda. The City Council Airport Committee reserves the right to adjourn into
a Closed Meeting on any item on its Open Meeting agenda consistent with Chapter
551 of the Texas Government Code, as amended, or as otherwise allowed by law.

Receive information from staff, discuss, deliberate, and provide staff with direction
regarding the leasing of real property interests located generally in the 2200 block of
Skylane, City of Denton, Texas. Consultation with the City's attorneys regarding legal
issues associated with the leasing of the real property interests described above where
a public discussion of these legal matters would conflict with the duty of the City's
attorneys to the City of Denton and the Denton City Council under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas, or would
jeopardize the City's legal position in any administrative proceeding or potential
litigation.

Discuss, deliberate and receive information from staff and provide staff with direction
pertaining to the potential purchase, exchange, lease or value of two tracts of land,
located in the Thomas Toby Survey, Abstract Number A-1285, Denton, County, Texas,
and located generally along the north side of Airport Road, to the northeast of the entry
to Denton Enterprise Airport. Consultation with the City's attorneys regarding legal
issues associated with the potential acquisition of the real property described above,
where a public discussion of these legal matters would conflict with the duty of the
City's attorneys to the City of Denton and the Airport Advisory Board under the Texas
Disciplinary Rules of Professional Conduct of the State Bar of Texas, or would
jeopardize the City's legal position in any potential litigation.
Council Member and chair Jim Engelbrecht closed the Closed Meeting of the City
Council Airport Committee at 1:52 p.m. and reconvened the regular meeting at 2:30
p.m.
No action was taken regarding the Closed Meeting item.
6. Receive information from staff, discus, deliberate, provide staff with direction, and
make recommendations to the City Council regarding the leasing of real property
interests located generally in the 2200 block of Skylane, City of Denton, Texas.
No action was taken on this item.
7. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the
Airport Committee of the Denton City Council or the public with specif'ic factual
information or recitation of policy, or accept a proposal to place the matter on the
agenda for an upcoming meeting.
AND
Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items
of community interest regarding which no action will be taken, to include: expressions
of thanks, congratulations, or condolence; information regarding holiday schedules;
an honorary or salutary recognition of a public official, public employee, or other
citizen; a reminder about an upcoming event organized or sponsored by the
governing body; information regarding a social, ceremonial, or community event
organized or sponsored by an entity other than the governing body that was attended
or is scheduled to be attended by a member of the governing body or an official or
employee of the municipality; or an announcement involving an imminent threat to
the public health and safety of people in the municipality that has arisen after the
posting of the agenda.
