2016-10-19 Council Airport Committee Minutesi ii •i ., . �. 1 i�• � I , �� 1 �� , After determining that a quorum is present, the Council Airport Committee of the Denton City Council will convene in a regular meeting on Wednesday October, 19th, 2p16, at 12:00 p.m. in the Airport Terminal Building, Meeting Raom at 5000 Airport Road, Denton, Texas ta consider the specific agenda items listed below: P SENT: Council Member and Chair, Kathleen Wazny; Council Member Joey Hawkins; and Mayar Chris Watts. ABSENT: None STAFF P SENT: Assistant City Manager, Jon Fortune; Director of Aviation, Quentin Hix; Deputy City Attorney, John Knight; Airpart Manager, Dave Schaumburg, Administrative Assistant, and Recording Secretary, Julie Mullins; Operations Coordinator, Chase Patterson. OTHERS P SENT: Amanda Addington, Air Fair Marketing Director. The meeting was called to order at 12:10 p.m. by Council Member and Chairman Kathleen Wazny. 1. Consider approval of minutes from the meeting held on January 19, 2016. Council Member Joey Hawkins made a motion to apprave the minutes followed by a second from Council Member Greg Johnson. The motion carried unanimously. 2. eceive reports by citizens and other interested persons. No report from Citizens and other interested persons. 3. Receive a report, hold a discussfon and make a recommendation to the City Councfl regarding an ordinance authorizing the City Manager, or his designee, to execute on behalf of the City of Denton a First Amendment to an Airport Lease Agreement as approved by Ordinance 2015-324 on August 4, 2015 between the City of Denton, Texas and Mark icks Transport, LLC for the property located at 4901 Loc eed, Denton Enterprise Airport. Mr. Quentin Hix informed the Committee the first amendment to the Mark Hicks Transpart lease is to add more ramp space to this lease. Back in August af this year, while pouring the ramp, Mark Hicks noticed that he will not be able to turn his plane around without the wings going over undeveloped land. He needed more ramp space. Mayor Chris Watts asked is this the same terms as the original lease? Mr. Hix commented, yes they are the same. Council Member Jaey Hawkins made a motion to make a recommendation to City Council to approve the First Amendment to an Airport Lease Agreement to Mark Hick Transport, LLC. Second by Mayor Chris Watts. This lease is 2.8 acres of property adjacent to Taxilane Quebec, Denton Med Trans, LLC, will be bringing their corparate headquarters to the Airport. The general business activity is training for medical emergency personnel operating helicopter and medical evacuation services. The lease has an option on a first right of refusal on the adjacent lot. Joey Hawkins asks why this lease goes up every three years at 3% instead of a CPI adjustment every two years. Mr. Quentin Hix informed the Committee this lease was written a little different than usual, Med Trans suggested this to have a fixed amount every three years. The ground breaking will be mid-November. Chairman Kathleen Wazny would like the other Council Members to know about this item before it goes to Council. Jon Fortune commented an announcement can go in the Council Packet an the Friday before November 1 with a little more information on this item. Mayor Chris Watts made a motion to make a recommendation to City Council to approve the Commercial Operator Airport Lease agreement to Denton Med Trans, LLC property lease. Second by Council Member Joey Hawkins. Na comments on this item. Mayor Chris Watts made a motion to make a recommendation to City Council to approve the Sub-lease agreement to Denton Med Trans, LLC property lease. Second by Council Member Joey Hawkins. The motion carried unanimously. 6. Receive a report, hold a discussion and give staff directfon regarding a lease agreement between the City of Denton and Mike Sisk for the property located at 4850 Lockheed lane at Denton Enterprise Airport. Mr. Hix confirrned the lease for Mike Sisk and has been through the building process with the understanding they cannat build without a lease. Mr. Mike Sisk has the lease in his hand, but no signed lease has been returned to the Airport affice. Mr. Sisk proposed to build a 10,000 square foot hanger. This lease is not on November 1, 2016, there is no signed lease as of this meeting. Mayor Chris Watts asks if he has a cauple of weeks before November 1 St, Mayor recommends to put it on the Council agenda for November 1 St, Mr. Hix wants to put it on Decernber 6th more impartant would this Committee like to meet after the lease is signed before bringing the lease ta Council. Mayor Chris Watts made a motion to make a recommendation to City Council to approve the Commercial Opera�or Airport Lease agreement to Mike Sisk property lease after airport management received the signed lease. Second by Council Member Joey Hawkins. The mation carried unanimausly. 7. Receive a report, hold a discussfon and give staff direction regarding a lease agreement between the City of Denton and Joe Stoc ausen for the property located at 4900 Schweizer Street at Denton Enterprise Airport. Mr. Quentin Hix explained to the Committee that Mr. Joe Stockhausen would like to lease 2.3 acres and build 5 individual hangars, to build one and sell the hangar and then build the second and so on. Mr. Stockhausen would like the property lease to be written up with a right-of-first-refusal. The Committee discussed with staff, they are not comfortable with writing a lease with right-of-first-refusal. : �. . � i � � � i �+ � � •�, � i� .� �• i 1• � � � ' •� � , ��• � •� �:II - 1• � , ii Mr. Quentin Hix explained to the Committee that Mr. John Reed would like to know if the property lease cauld be written up with a right-of-first-refusal. The Committee discussed with staff they are not comfortable with writing a lease this way with a lot of land involved. �' •. ;. � i i� � � � i� � � •+. � � � i� c r' 1• � � , i � .. � , � . . , . , � . 1• � . + . . ,, ,� Mr. Hix explained to the Committee why the Denton Air Fair Committee would like to not have an Air Shaw at the Denton Enterprise Airport. Airport Management ask the Council Airport Committee to help pay for the outstanding invoices the Denton Air Fair cannot pay. The Denton Air Fair Committee did not have enough sponsorships and some sponsors did not pay. Ms. Amanda Addington informed the Committee on what her role was in the Denton Air Show back in 2001 to present. With the Air Show growing and the Denton Enterprise Airport growing, the parking was off site and the parking off site drained the expenses. Denton Enterprise Airport will still have the Congressman Burgess event and other events hosted during the year. Council Member Joey Hawkins is sadden to end this event. Jon Fortune informed the Committee this item was brought to the Council last year and the City Council said to find the fiinds to pay. Council Member and Chairman Kathleen Wazny to bring forward to City Council to discontinue the annual air show at Denton Enterprise Airport and help clear up the balances for this year's invoices.
