DRAFT Meeting Minutes
After determining that a quorum is present, the Council Airport Committee of the Denton City
Council convened in a Closed Meeting on Tuesday, March 26, 2019, at 10:04 a.m. in the City Hall,
City Hall Conference Room at 215 E. McKinney St., Denton, Texas at which the following item
will be considered:
PRESENT: Mayor Chris Watts, Councilman John Ryan, and Councilman Don Duff.
REGRETS: N/A
STAFF PRESENT: Trey Lansford, Deputy City Attorney, Scott Gray, Airport Manager, and
Leanne Hood, Recording Secretary.
OTHERS PRESENT: N/A
1. REGULAR MEETING
A. CAC19-010 - Receive a report, hold a discussion, and provide a recommendation
regarding an ordinance approving an Airport Land Lease Agreement between the
City of Denton and Mark Hicks Transport, LLC; providing an effective date.
Gray stated Mark Hicks Transport is developing a corporate hangar and office space. It
will be the standard 30 year lease agreement, ending April 2049. The lease will include
two additional five year city options. The lease is based off development cost. Marks Hicks
Transport will be building a $1.3 million facility. The lease is for 1.298 acres and will
include corporate hangars and a 2,500 square foot office. Staff
recommends the approval of the ordinance to move the lease agreement forward. The Deed
of Trust will be presented at a later meeting.
Mayor Watts made a motion to approve the Airport Land Lease Agreement as presented.
Councilman Duff seconded the motion. The motion was approved unanimously with a vote
of (3-0).
B. CAC19-013 - Receive a report, hold a discussion, and provide a recommendation to
City Council of the approval of an ordinance authorizing the City Manager, or his
designee, to accept on behalf of the City an offer from the Texas Department of
relating to a grant of $693,260.00; requiring the City to
provide $176,740.00 in contributory funds, for engineering and construction of
parallel runway lighting improvements at the Denton Enterprise Airport; and
providing for an effective date. The Airport Advisory Board recommends adoption
of the ordinance (4-0).
Gray stated the grant is for the engineering and construction of parallel runway lighting.
The total project is approximately $870,000.00. A portion is covered 85%/15% and the
other portion is covered 100%. It will break down to roughly 80%/20% overall. There is
currently left over funding from the runway and those funds will be used to go towards the

project. The staff recommends the approval of the ordinance so that the Airport can obtain
the funding.
Mayor Watts made a motion to approve acceptance of the TxDOT Grant as presented.
Councilman Duff seconded the motion. The motion was approved unanimously with a vote
of (3-0).
