HOTEL OCCUPANCY TAX COMMITTEE MEETING MINUTES

After determining that a quorum af the Hotel Occupancy Tax Committee was present, the
Hotel Occupancy Tax Committee convened into an Open Meeting on Monday July 22,
2002, at 8:39 a.m. in the City Council Work Session Room, City of Denton City Ha�l,
215 E. McKinr�ey Street, Denton, Texas.
PRESENT: Mayor Brock, Council Members Montgomery, Phillips and Redmond
EX-OFFICIO MEMBERS:
Kathy DuBose, Assistant City Manager of Fiscal and Municipal Services
Jerry Drake, Senior Assistant City Attorney/Litigation Chief
Diana Ortiz, Director Fiscal Operations
Lee Ann Bunselmeyer, Treasury & Tax Manager
AGENDA ITEM 1: APPROVE MYNCTTES FROM JUNE 24, 2402 MEETING
Council Member Montgomery moved to accept the minutes and Council Member
Redmond seconded the motion. All committee members voted in favor of approval.
AGENDA ITEM 2: DISCUSS AND RECOMMEND FUNDING FQR PROGRAM

Council Member Montgomery handed out a proposal, "Effective Expenditures of HOT
Funds". He presented an overview that included a short and long-term strategic plan. The
committee held a short discussion in regard to the proposal.
30 Ms. DuBose reviewed the issues needing resolution: 1} Funding of the CVB electronic
31 marquee 2) Reducing "Art" by $ 51,114 3} Reducing remaining applications by $
32 365,519 and 4) Discussing three questionable budgets {Kiwanis, GDAC, and Historical
33 Park Foundation).

35 At the request of Mayor Brock, Christine Gossett, Vice President of the Denton
3b Convention and Visitar Bureau, reviewed the major line items oftheir current budget,
37 indicating the items under administration that could be construed as advertising.

39 Mayor Broek pmmpted a discussion concerning the 30 / 64 mile radius in advertising
40 expenditures as approved in the program guidelines on May 13, 20a2. Council Member
41 Phillips requested the guidelines remain unchanged and asked to discuss fiinding for
42 program yeaz 2003.

44 At the request af the Mayor, Herbert Hall, Executive Director of the Greaier Denton Arts
45 Council explained his administrative budget.

46 Mr. Drake presentad the chronologicai order of amendments to the hotel occupancy tax
47 cade, In 1977, the arts were included as an allowable expenditure without regazd to
48 tourism. In �983, tegislative intent was added to express that hotei occupancy tax funds
49 "be expended in a manner direcdy enhancing and promadng tourism and the convention
54 and hotel industry". In 1987, Senate Bill 1532 amended art to make promotion of
51 tourism mandatory.

Linda Ratliff, City of Denton Director of Economic Development, was asked to explain
her application. Ms. Ratliff advised the committee that the application rEquest was for
funding of the convention registration for the Texas Downtowners Association. The
convention, to be held in December of 2002, would fill approximately 200 rooms at the
Radisson Hatel.
Anather discussion ensued on the financial shortfalls and the ability to fund new
applicants. It was nated that a�l applications should remain a part of the process until the
final funding decision was made.
Mayor Brock recognized Greg Sawko, Volunteer for the Denton Kiwanis Club. Mr.
Sawko read the definitions of tourism and tourist stated in the tax code. Mr. Sawko stated
that the use af hotel accupancy tax code is broad enough to interpret successfully far a�l
organizations that requested funding.
68 Judy Selph, Volunteer at the Denton Couniy Historical Museum, Inc., was recognized
69 a�d stated thai tt�is organization was not a new applicant, since it had received funding in
70 the past, and should not be categorized as such.

72 It was decided that additional informa�ion was needed before fina3izing funding for
73 program year 2003. All agreed on another meeting time of Monday, July 29, 2002 ai 8:30
74 a.m. in the Council Work Session Room.
