�L After determining that a quon€m of the Hotel Occupancy Tax Committee was present, the
5 Hotel4ccupancy Tax Committee convened into an Open Meeting on Monday July 29,
6 20Q2, at 8:42 a.m. in the City Council Work Session Roam, City af Denton City Hall,
7 215 E. McKinney Street, Denton, Texas.

AGENDA ITEM 1: APPROVE NIINUTES FROM JULY 22, 2002 MEETING
Mayar Brock motioned io accept the minutes as presented. All committee members voted
in favor of approval.
AGENDA ITEM 2: DISCUSS AND RECOMMEND FUNDING FOR PROGRAM
YEAR 2003
Ms. DuBose r�viewed the information provided which included three funding scenarios,
an updated budget surr�mary, and a revised Greater Denton Arts Council budget.
Mr. Montgomery stated that funding should be based upon the organizahons ability to
raise additional funds. The committee held a short discussion.
30 Mayor Brock emphasized the need to fund the Texas Downtawners Convention. Mr.
31 Montgomery presented a funding proposal from Dr. Georgia Caraway, Courthouse on the
32 Square and Bayless-Selby House Museum Director. Ms. Cazaway affered to reduce the
33 Denton County Museum's 2003 advertising budget by $5,000 to fund the convention.

35 A discussion ensued in regard to eligibility af the Kiwanis organization and the Historical
36 Park Foundation. The committee apprapr�ated $16,439 in reserve for the Kiwanis
37 arganization pending the reallocation of the organizational expenditures for adherence ta
38 ihe tax code.

Mr. Montgomery asked if the budget could be amended mid-year if the revenue situation
improved. Ms. DuBose reminded the committee that a budget amendment can occur only
if it is unfareseeable and deciared an emergency.
Discussions concerning funding cantinued. Mayor Brock motioned to approve Proposal
A, which included 1) a pro-rata reduction based on the 2002 program yeaz estimated
allocations 2} a reallocation of $5,000 from the County Musettms to the Downtowners

47 Convention and 3) a reserve of $16,439 far the Kiwanis arganizadon. Mr. Montgomery
� 48 seconded the mation. Mayor Brock and Mr. Montgomery voted in favor. Mr. Phillips
49 and Mr. Redmon voted in opposition.

A short disc�ssian was heid regarding the split vote. The committee members agreed to
present two recammenda�ions to the City Council.
Mr. Phillips motioned to approve Propasal B. The pmposal included 1) reducing
Proposal A by five percent 2) Funding Fuego Y A1ma ($2,400), Den#on Caunty
Historical Museum, Inc.($20,000) and the Historical Park Foundatian of Denton County
{$20,000). Mr. Redmon seconded the motion. Mr. Phillips and Mr. Redmon voted in
favor. Mayor Brock and Mr. Montgomery voted in opposition.
It was noted that both proposals would be presented to the City Council for discussian
during the budget workshop on August 8, 2002.
