2004-07-15 HOT Committee Minutes 1 MINUTES 2 3 Hotel Occupancy Tax Committee Meeting 4 July 15, 2004 5 6 After determining that a quorum was present, the Hotel Occupancy Tax Committee convened 7 into an Open Meeting on Thursday, July 15, 2004, at 2:00 p.m. in the City Council Worksession 8 Room, City of Denton City Hall, 215 E. McKinney Street, Denton, Texas. 9 10 PRESENT: Mayor Euline Brock, Council Members Bob Montgomery and Pete Kamp 11 12 EX-OFFICIO MEMBERS: 13 Kathy DuBose, Assistant City Manager 14 Diana Ortiz, Director Fiscal Operations 15 Lee Ann Bunselmeyer, Treasury & Tax Manager 16 17 AGENDA ITEM 1: CONSIDER APPROVAL OF MINUTES FOR THE JULY 14, 2004 18 MEETING 19 20 Minutes were approved as written. 21 22 AGENDA ITEM 2: 23 ISSUES 24 25 Jerry Mohelnitzky, Denton Chamber of Commerce Board Member, addressed the committee on 26 behalf of the Convention and Visitor Bureau (CVB). Mr. Mohelnitzky presented two areas of 27 28 CVB did not have single authority to expend the co-op advertising funds and secondly, due to 29 the quarterly installments of their budgeted amounts the CVB was experiencing an unforeseen 30 financial burden on their operational cashflow. Additionally, if the co-op program was to 31 continue in future program years, Mr. Mohelnitzky requested that the committee provide written 32 direction on the use of the co-op funds to all the stakeholders and that the CVB be provided with 33 the co-op advertising funds at the beginning of the program year. 34 35 The Committee discussed that the intent of the co-op advertising change for Program Year 2004 36 37 38 Kim Phillips, CVB Vice-President, presented several options (movie advertising, an event 39 magazine, and billboard advertising), as possible replacements for the current fragmented 40 advertising program. In addition, the concept of a 12-month marketing plan would remove the 41 quarterly payment constraints the CVB is currently experiencing. 42 43 Kathy DuBose, reviewed the hotel occupancy tax revenues and expenditures explaining that the 44 City expends the tax revenue as it is received, leaving very little in fund balance. In addition, the 45 current contract restricts the City from making any other payment arrangements, although, future 46 contracts could be negotiated differently. 47 AGENDA ITEM 3: OTHER BUSINESS 48 49 50 51 for a weekend getaway package to target downtown shoppers. 52 53 The requested was unanimously approved. 54 55 Meeting adjourned at 3:51 p.m.
