2016-11-08 Mobility Committee Minutes MINUTES CITY COUNCIL MOBILITY COMMITTEE November 8, 2016 After determining that a quorum of the Mobility Committee of the Denton City Council was present, the Mobility Committee thereafter convened into an Open Meeting on Tuesday, November 8, 2016 at 10:45 a.m. in the City Hall Conference Room 215 E. McKinney, Denton, Texas. Present: Council Member Dalton Gregory, Council Member Kevin Roden and Council Member Keely Briggs Also Present: Jon Fortune, ACM; Mark Nelson, Director of Transportation; John Davis, Director of Engineering Services; Pritam Deshmukh, Traffic Engineer; Julie Anderson, Bike Coordinator Pedestrian Coordinator; John Polster, ITS; and Kim Mankin, Administrative Supervisor 1. REGULAR MEETING: A. MC16-040 - Consider approval of the Mobility Committee meeting minutes of October 11, 2016. Approved as circulated B. MC16-041 - Consider a nomination and recommendation to the City Council of the City of Denton, Texas, regarding the appointment of an official voting representative to the Regional Transportation Council of the North Central Texas Council of Governments. Mark Nelson talked about this item. Staff recommends appointment of City Council Member Bagheri from alternate to the primary representative due to scheduling conflicts with the current RTC representative, Council Member Roden. Gregory asked if there needs to be an alternate appointed. Nelson answered that Council Member Roden may be able to be the alternate. Roden confirmed. Council Member Gregory motioned to recommend Council Member Bagheri as representative and Council Member Roden as alternate, Council Member Briggs seconded the motion, vote 3-0. C. MC16-042 -Receive a report and hold a discussion regarding Texas Department of Transportation On-System projects in the Denton area to include the 35Express Project. Jon Polster talked about this item. - FM2181 North South — Utility Relocations Complete April 2017, Let August 2017 possible earlier. - FM2499 Section 5 —Construction Complete November 2017 -US377/Fort Worth Drive -Feb/Mar 2017 Let Date, bridge structure has been decided on Gregory verified the roadway will be six lane divided, Polster agreed six lanes between I-35 and FM1830. There will also be improvements to the intersections of FM1830, Hobson and US377. -US380 Urban—Construction Complete December 2016 Design of the signal is underway at Western and Cindy Lane. -US380 Improvement- In Town—Construction scheduled to complete April 2017 -FM426 - TIP modifications transferring funds from on-system CSJ to off system CSJ were submitted to NCTCOG on October 27, 2016. City of Denton will receive an AFA from TxDOT; after city execution, TxDOT execution will take approximately 30 days. Transfer of funds will occur electronically after full execution of AFA. Nelson asked for a final amount,Polster added it is $18 million plus but will get the final number. Briggs thanked staff for working on this important project. Gregory added it is an important project that has been working for 20 years and since it will be City of Denton project we need to make sure it moves along with design and construction with updates. Davis added that is why City of Denton suggested and Council approved to move this to a City project. TxDOT can only build four design build projects per year that have to be great than $50 Million. Gregory asked why TxDOT is limited. Polster answered they are limited by Legislature. There was some further discussion. -Loop 288 West—Aerial Survey under way. Environmental Clearance by November 2018 Let Date March 2022. Gregory asked if all is in the City limits. Nelson answered it is in the City limits and ETJ. -IH35N-HWY380 to Denton County line—This portion of the roadway is motivated to be funded because the commission has a desire to get I-35 six lanes across Texas. This is one of the last big pieces. -FM1515 -Advanced planning and design will be contracted and managed by Denton County. ITS has worked with TxDOT staff to develop the scope of services for this facility and will attempt to issue an RFQ by the end of the year. Pritam Deshmukh verified that this road will be a six lane primary arterial. 435 Express—Polster lastly gave a short update on this project. Nelson added that there will be a notice to close the north bound on-ramp between Business 77 and Teasley Lane. -I-35/Brinker/Mayhill — Poster stated OHL started the work on that. The grading has been completed. Construction will begin beginning of the year. D. MC16-043 - Staff Reports: 1. Bicycle Opinion Survey Memo 2. DCTA Route Realignment— Staff stated DCTA is delaying realignment until May 2017. 3. Matrix CONCLUDING ITEMS A. Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Committee on the Environment or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official,public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda. Gregory- On street parking in neighborhoods near UNT Briggs—Pecan Place Locust and Sycamore traffic signal timing longer? Briggs - Hwy 380 East/Loop 288 exit ramp—Davis answered there is a project in motion by TxDOT. The meeting was adjourned by consensus at 11:36 a.m.
