CITY COUNCIL MOBILITY COMMITTEE
May 9, 2017
After determining that a quorum of the Mobility Committee of the Denton City Council was
present, the Mobility Committee thereafter convened into an Open Meeting on Tuesday, May 9,
2017 at 1:34 p.m. in the City Hall Conference Room 215 E. McKinney, Denton, Texas.
Present: Council Member Dalton Gregory, Council Member Kevin Roden and Council
Member Keely Briggs
Also Present: Bryan Langley, Deputy City Manager; Jon Fortune, Assistant City Manager;
Mark Nelson, Director of Transportation; Galen Gillum, Interim Director of
Capital Projects; Julie Anderson, Bike Coordinator Pedestrian Coordinator; John
Polster, ITS; and Kim Mankin, Administrative Supervisor
1. REGULAR MEETING:
A. MC17-015 - Consider approval of the Mobility Committee meeting minutes of March 11,
2017.
Approved as circulated
B. MC17-016 -Receive a report from AGL public communications staff and Texas
Department of Transportation(TxDOT)representatives regarding the status of the
35Express Project with an emphasis on the North Segment.
CJ Schexnayder, AGL Constructors gave the presentation. David Leaval and Donna Huerta with
TxDOT were also in attendance and spoke.
Schexnayder started by saying this is a TxDOT project and begin talking about the TexPress
Lanes.
Donna Huerta Public Information person for the Dallas District stated the TexPress lanes will get
people to Denton faster. They are two lanes located in the center of the current roadway and will
be reversible. The lanes are 18 miles and run from I-635 in Dallas to Swisher Road in Corinth.
They will have costs associated. The first six months the cost will be static and after that period
it will be dynamic. There are 15 exits and entrances. There are nine cities along the corridor.
There was discussion regarding the cost for the roadway. John Polster added that the TexPress
does not come through Denton, it would require too much right of way to be acquired so only the
general purpose lane was added (in Phase I).
There will be significant mobility improvement in these areas due to the better on and off ramps.
Donna Huerta outlined how the reversible lanes would work. In the mornings, the lanes would
be going south, the afternoons they would be going north.
Roden asked if the price of the tolls will change periodically. Donna answered it is an algorithm.
As traffic goes, it will know when congestion starts and sets the price accordingly. NTCOG has
set the maximum rates. Polster added it is a soft max at .75 per mile.
Roden then asked about outreach, is there any communication planned when these lanes get
opened up? Donna answered right now for the entire metroplex there is one website that will
give all the complete information. It was suggested that the City of Denton website link to this
website. www.DriveOnTEXpress.com
There was discussion regarding what the managed lanes would cost, accidents and credits
associated.
Mark Nelson asked about `no trucks' in the left lane once the roadway is complete. Polster
answered TxDOT has been waiting for I35 to have additional general purpose lanes put in, then
the policy will be followed as on IH-30 where there will be no trucks in the left lane. There has
to be three or more lanes to ban trucks from the left lane.
The TEXpress lanes are scheduled to open spring 2017.
The final layer of pavement will be completed this summer running from Hwy 380 to I-635.
There will be nightly main lane closures, all the work will be completed at night.
Schexnayder then talked about North Texas Blvd which will be complete this summer. The
ramps associated are scheduled to open after the bridge is completed.
North Texas Blvd/McCormick Street—The north and south bound McCormick is scheduled to
reopen this summer as well.
Gregory asked "has the response times for fire been impacted by the McCormick street
closure." Nelson answered he has not heard of any problems, the fire department is aware.
Nelson will check with Chief Hedges to make sure.
Schexnayder talked about the Denton ramp configuration. The southbound exit to Teasley Road
and entrance ramp from Teasley Road are scheduled to switch to permanent alignment by the
end of the month. The southbound mainlanes between Teasley Lane and US 377/Fort Worth
Drive are scheduled to shift onto the newly completed outside pavement in May.
Post Oak Drive Bridge - Work continues on the north- and southbound frontage road
intersections at Post Oak Drive. The north- and southbound frontage roads approaching Post
Oak Drive have been reduced to one lane for this work. The additional lanes on the Post Oak
Bridge are scheduled to open this summer. The completed bridge will have two lanes in each
direction and two dedicated turn lanes in each direction. Bridge should open this summer.
Corinth Area Traffic Shift- The northbound lanes of I-35E between Swisher Road and Post Oak
Drive have shifted into their permanent alignment. The northbound exit to Corinth Parkway
(458B) is scheduled to open in May.
Lewisville Lake Bridge—Northbound I-35E mainlanes are in their permanent alignment over the
original Lewisville Lake Bridge between Garden Ridge Boulevard and Swisher Road. The
northbound exit ramp to Lake Dallas is scheduled to open in May. The southbound I-35E
mainlanes are in their permanent alignment on the new Lewisville Lake Bridge. The additional
north- and southbound mainlanes lanes, the TexPress lanes and the north- and southbound
frontage roads will open this spring. The north- and southbound pedestrian/bike trails will open
this spring. Gregory asked where the pedestrian bridge will go. Schexnayder answered on the
outside of both bridges. Currently they are working on the southbound pedestrian bridge.
Gregory asked for information to access this pedestrian bridge from the A-Train trail to be
brought back.
Schexnayder stated there will be upcoming meetings for the community and businesses in June
2017.
Roden asked when the roadway will be complete. Schexnayder stated they believe August
timeframe.
C. MC17-017 -Receive a report, hold a discussion and provide direction regarding Texas
Department of Transportation On-System projects in the Denton area to include the
35Express Project.
John Polster gave this update.
FM 2181 North South—July 2017 let date. Complete set of plans, including city's utility design,
must be submitted to TxDOT by May 12, 2017. Pritam Deskmukh talked about changes around
the corner of 2181 close to Guyer High School pertaining to the median openings and an additional
traffic signal.
FM2499- Section 5 —Complete November 2017.
Polster stated that there will be six lanes brought to I-35 at Mayhill, which still has the small
capacity bridge. The only additions in the current project is a U-turn southbound to northbound.
The County recognizes the problem this bridge and intersection will have when FM2499 is open.
Mayhill will not have maximum capacity until it is complete.
Gregory understood that Buc-ee's would resolve the problems at Mayhill, Loop 288 and
Brinker. Polster responded that only provides a U-turn to the north at Mayhill. Most of the
bridges that could be left in place were to save money. Loop 288 will be fully built for everything
that is going under the bridge. There will be two left turn lanes, two straight lanes and one right
going each direction (ten lanes total). This is OHL (contractor) performing a standalone job
building Loop 288 at its ultimate under bridge cross section that will be complete early summer
2018. Brinker will be constructed first, this will help with the other construction on Loop 288.
Nelson stated that opening up Brinker will help with mobility from Loop 288 and Mayhill.
Gregory then asked about coordination of Mayhill construction timing and connecting at I-
35/FM2499.
Galen added that the opening bids are this week. The constructor has flexibility as to where they
start their construction (north or south). Staff should be able to coordinate and influence that
schedule and projects. It would be in their interest as well.
Gregory asked if the contracts would have an early completion incentive clause instead of a
liquidated damages clause. Langley answered staff is looking at that and it is called A+B
bidding. You try to give number of days on the project preferential treatment, how quickly they
can complete in addition to the cost.
Deshmukh talked about Mayhill at the three-way stop from Colorado to 1-35E. It is already at
capacity currently. Polster added there is a wide median that can be used if necessary. Deshmukh
added that the median will not be touched on this project.
Gregory did not understand this was the case. Polster added there was a property owner that had
issue with the alignment. Briggs added that there are great expansions on both sides of I-35 but
when it gets to the bridge it will be difficult. Polster agreed, staff is working to remedy the
situation. The problem should be remedied before Mayhill is complete but not FM2499.
Gregory stated that Mayhill connection from the three-way stop to I-35 needs to be addressed.
Polster added there is history. There was some discussion regarding this item.
Langley added staff will look at this and bring options back regarding Mayhill.
Deshmukh added staff is looking at options and will bring back information.
US 377/Ft Worth Dr. — Sept 2017 let date. New information has arrived from the railroad that
could impact the September let date in a negative way. Polster will let staff know as soon as
possible. Utilities are scheduled to be complete by June 2017.
US380 Urban—complete working on final punch list. The ribbon cutting will be June 9.
US380 In Town—To be completed end of June.
US380—From 288 to Denton Collin County Line —There will be a 10-ft side path from Mayhill
to the Greenbelt. Let date May 2021.
Briggs asked about traffic that comes off of Loop 288 on to US380. Polster answered there are
plans to make the right turn lane more functional by TxDOT. Polster stated this will be added to
the On-System report.
McKinney Street — RFP's have been received from the design firms. Negotiations are going on
with the lead candidates. Galen Gillum added that the firm will create a 30 percent plan and will
help put it out to bid for a design build contract. The sidewalks can be addressed first, from the
outside in that is key to the whole project.
Loop 288 West—Let date June 2024. Design is approximately 25 percent complete.
I-35 North—Environment approval December 2018. This is a high priority project for TxDOT.
FM1515 - Responses were due on April 17, 2017. Evaluation committee will be scheduling a
meeting to select the short list of firms, schedule interviews with those firms, and then conduct a
final evaluation.
I-35E/Loop 288/Brinker/Mayhill—already discussed.
Nelson asked Polster to reshuffle the above listing as follows: FM2181, US377, FM2499 and
IH35/Loop 288/Mayhill.
