McKinney Street MOBILITY COMMITTEE MEETING Denton, Texas OF THE DENTON CITY COUNCIL www.cityofdenton.com _____________________________________________________________________________________ Tuesday, September 11, 2018 11:00 am City Council Work Session Room After determining that a quorum of the Mobility Committee of the Denton City Council was present, the Mobility Committee thereafter convened into an Open Meeting on Tuesday, September 11, 2018 at 11:00 a.m. in the City Council Work Session Room 215 E. McKinney, Denton, Texas. Committee Members: Council Member Keely Briggs, Council Member Paul Meltzer and Mayor Pro Tem John Ryan Staff Present: Mario Canizares, ACM; Mark Nelson, Director of Transportation; Todd Estes, Director CIP and City Engineer; Pritam Deshmukh, Deputy City Engineer; Marc Oliphant, Bike and Pedestrian Coordinator; Daniel Kremer, Deputy Director of Operations; Trey Lansford, Deputy City Attorney; Becky Owens, Development Review Tech and Kim Mankin, Administrative Manager Others Present: Raymond Suarez, President DCTA and John Polster, ITS REGULAR MEETING A. MC18-038 Consider approval of the Mobility Committee meeting minutes of July 18, 2018. Approved as circulated E. MC18-037 Staff Reports - DCTA Leadership Change To accommodate the schedule of Raymond Suarez, Incoming President of DCTA, the Committee considered Item E. 2. Mr. Suarez provided the Committee information on his professional background and experience in transit and stated that he was looking forward to working with the City of Denton elected officials and staff to enhance the level of service the agency is providing in the Community. B. MC18-034 Identify, discuss meeting times, dates and provide direction for future Mobility Committee Meeting dates and times. There was discussion regarding this item. nd The census was 2 Tuesday 11:00 am. C. MC18-035 Receive a report, hold a discussion and provide direction regarding Texas Department of Transportation On-System projects in the Denton area to include the 35Express Project. John Polster went through the projects. FM2181 North MCM construction project parameters are east of 2499 to Lillian Miller, grade work and several signals are being worked on. Project is currently scheduled for a February 2020 completion. US377/Fort Worth Advance funding agreement has been completed. Construction cost was about $3,000,000 more than expected for utilities. NCTCOG has agreed to financially backstop the additional amount. Public outreach meetings are being scheduled. Construction estimated to begin October 2018. I-35E/Mayhill Improvements This project will be constructed as the ultimate configuration for the 35Express Project. Fully funded, December 2019 let date. March 2020 targeted construction date. I-35E/Loop 288/Brinker/Mayhill - Contract had a completion date of August 2018, the contractor OHL is under performing and behind schedule. Construction now estimated to be complete July 2019. OHL is the contractor out of Madrid, Spain there have been several meetings with TxDOT and stakeholders. The phasing sequence is being examined by TxDOT to see if OHL can accelerate project timelines. Polster reported there has been discussion with Mr. Beaver Aplin and they will take possession of the property in September. Scheduled to open the store in November. There was discussion regarding traffic and what efforts, if any can be made to alleviate anticipated congestion. I-35 North Environmentally cleared by March 2019. The interchange from I-35W and I-35E going north was talked about to build in the ultimate configuration in this area. I-35 W Main Lanes HNTB is responsible for environmental clearing the entire corridor. Should have a schedule soon. US380/Loop 288 Interim right turn lane to eastbound 380 has been completed. US380/East Loop 288 to US 377, right of way (ROW) acquisition June 2019, fully funded. US 377 to Denton/Collin County line is also part of the project. Let date is anticipated for May 2021. Loop 288 West Environmentally cleared by Sept 2020, ROW acquisition Feb 2021. The northbound frontage road and bridge structures will more than likely be constructed first. FM1515 Environmentally cleared by Dec 2020. Todd Estes talked about this being a candidate as a TxDOT turn back facility. At completion, the roadway will most likely be a City of Denton asset, thus Capital Projects/Engineering is working closely with TxDOT on design. FM1830 Completed FM1173 Schematic approved by October 2018 D. MC18-039 Receive a report, hold a discussion and provide direction on the North Central Texas Development Credits. Mark Nelson stated adoption of certain policies is part of strategy to address air quality and environmental issues in the region. NCTCOG has various policies, resolutions and ordinances established and available for agencies to adopt directed at improving the environmental conditions. One example would be the clean fleet ordinance which the City of Denton has adopted. Nelson stated that the MPO is trying create incentives to address air quality and meet air quality standards. They have established a bundle of policies that agencies in the region may adopt or implement to establish eligibility for Transportation Development Credits (TDCs). The list of available policies have been included in the back up that the City may wish to adopt or has already adopted. Should a municipality adopt or otherwise implement 10 of the 20 available policies, the municipality becomes eligible for TDCs that can be applied to approved grant projects. The TDCs are used to offset the local match on NCTCOG approved projects. An example would be if the City had a $100,000 sidewalk project the City would be eligible to apply for the project and apply to use the TDCs to leverage the project without having to submit the 20-percent or $20,000 match. Currently the City of Denton has six of the 10 policies in place and three or four that are close. Nelson outlined the list and elaborated on those policies in place. Within the next couple of months staff hopes to come back to this Committee demonstrating a more finalized list of implemented policies with the intent to submit an application as part of the Policy Bundle TDC program through NCTCOG. Meltzer verified that with the policies we have and the anticipated policies we hope to demonstrate to be in place, we would have the right number for eligibility. Nelson agreed. Briggs asked if this is something that should be added to the combined DISD meeting with Council. Staff briefed the Committee on the TxDOT Turnback Program. Meltzer asked if the City can say no that we dturnback program. Todd Estes answered you can say no, but with that you could be limiting anything we may want to change on those roadways to the purview of TxDOT. If you want to add a signal or change the lane configurations or other items, it would have to be permitted through TxDOT. If we own the roadways, we have more say. Melzer went on to say he Nelson added that there are many options. Ryan added that a lot of times it has to do with timing and gave Hwy 380/University as an example. E. MC18-037 Staff Reports: 1.
