2020-01-14 Mobility Committee Minutes City of Denton MINUTES City Hall 111,10MM, 215 E.McKinney Street DENTON MOBILITY COMMITTEE MEETING Denton,Texas OF THE DENTON CITY COUNCIL www.cityofdenton.com Tuesday,January 14,2020 9:00 AM City Council Work Session Room After determining that a quorum of the Mobility Committee of the Denton City Council was present, the Mobility Committee thereafter convened into an Open Meeting on Tuesday, January 14, 2020 at 9:00 am in the City Council Work Session Room, 215 E. McKinney, Denton, Texas. Committee Members: Council Member John Ryan, Council Member Keely Briggs and Council Member Paul Meltzer Staff Present: Mario Canizares, Deputy City Manager/COO; Todd Estes, City Engineer; Pritam Deshmukh, Deputy City Engineer; Trey Lansford, Deputy City Attorney; Brian Jahn, City Traffic Engineer; and Becky Owens Administrative Assistant REGULAR MEETING A. MC20-001 The Mobility Committee meeting minutes of December 10, 2019 were considered for approval. Motion was made, seconded and the minutes were approved by vote (3-0). B. MC20-002 Nicole Recker shared DCTA updates for the Denton County Transportation Authority. C. MC20-003 Brian Jahn presented regarding parking restrictions for the south side of E Windsor Drive between Hanover Drive and Glenwood Lane adjacent to Wilson Elementary School. Staff recommends the parking restriction on the south side of E Windsor Drive. The Committee unanimously recommended Council approval of restricting on-street parking on the south side of E Windsor Drive between Hanover Drive and Glenwood Lane. D. MC20-004 Pritam Deshmukh discussed the need for prioritization of TxDOT on-system corridor projects for recommendation to the Dallas Regional Mobility Coalition (DRMC), based on the review of the list of projects that TxDOT is currently working on. Capacity(widening) enhancements/improvements on majority of the TxDOT roadways within the City of Denton are already under design and funded through construction. Widening/Improvements of the following TxDOT on-system corridors are not yet funded. 1. FM 428 from Loop 288 to northern City limits 2. Loop 288 West from 1-35 to 1-35W 3. FM 1830 from US 377 to southern City limits 4. US 377 from just south of FM 1830 to southern City limits Based on the existing and proposed traffic growth in the areas adjacent to these corridors, the projects presented above are ranked according to their needs. Staff recommended the above projects for presenting it to the DRMC as the City's priorities for the TxDOT on-system corridors. The committee requested staff to present as a consent agenda item for City Council on January 28, 2020. E. MC20-005 John Polster from Innovative Transportation Solutions Incorporated presented the On-Systems Project Summary and a status update for: o FM 2181 North-South o US 377/Fort Worth Drive o I-35E/MayhillImprovements o I-35/Loop 288Brinker/Mayhill o I-35/35E/35W Merge o I-35 North(US 380 to FM 3002) o I-35 W Main Lanes o I-35W Frontage Roads o US 380 East o Loop 288 o FM 1515 o FM 1173 o FM 428 o Bonnie Brae Phase VII The total value for this list of project is $2,280,911,124. Most of these have been funded or are in the pipeline to be funded within the next 18 to 24 months. All questions presented were reviewed and addressed. Following discussion,there was no direction provided as the item was for reporting purposes only. F. MC20-071 Pritam Deshmukh presented the Items for Future Consideration for review and update recommendations along with the current street construction report. CONCLUDING ITEMS Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Public Utilities Board or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken,to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official,public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda.
