McKinney Street, Denton, Texas. PRESENT:Mayor Chris Watts, Mayor Pro Tem Gerard Hudspeth and Council Members Keely Briggs, Jesse Davis, John Ryan, Deb Armintor, and Paul Meltzer ABSENT: None Also present were City Manager Todd Hileman and Deputy City Attorney Mack Reinwand. Note: Mayor Chris Watts, Mayor Pro Tem Gerard Hudspeth, and Council Members Keely Briggs, Jesse Davis, John Ryan, Deb Armintor and Paul Meltzer participated in the work session, and special called meeting via video/teleconference under the provisions allowed by the Texas Government Code Section 551.127. The posted agenda noted the registration process for public participation at this virtual meeting. While citizen commentary received via the online registration process was not read, each member of the City Council received each registration as it was submitted. ID 20-1750 Receive a report, hold a discussion, and give staff direction regarding an agreement with the Parks Foundation and the City of Denton, Texas, to allow the Parks Foundation to raise funds on behalf of the Parks and Recreation Department. The item was presented and discussion followed. Following discussion, City Council consensus was to move forward with the proposed agreement as presented. The work session was recessed for a short break at 2:55 p.m. and reconvened at 3:03 p.m. B. ID 20-1495 Receive a report, hold a discussion, and give staff direction regarding the Disaster Declaration and Ninth Order of Council of the City of Denton issued August 25, 2020 approved by ordinance 20-1597. The item was presented and discussion followed. Following discussion, City Council consensus was to update the Order to incorporate the following: • Health and safety plan for businesses; • Follow governor's order regarding face coverings; and • Encourage signage regarding face coverings. The proposed changes to be incorporated into the Ordinance/Order scheduled for adoption under Individual Consideration Item 2. A (ID 20-1845) at the Regular to follow. The work session was recessed for a short break at 3:59 p.m. and reconvened at 4:17 p.m. C. ID 20-1478 Receive a report, hold a discussion, and give staff direction regarding the 2020- 21 Audit Plan. The item was presented and discussion followed. ID 20-1687 Receive a report, hold a discussion, and give staff direction regarding the proposed prioritization and implementation of the City’s Capital Improvement Projects. The item was presented and discussion followed. Following discussion, there was no direction as this to provide an update for informational purposes. Following discussion, City Council consensus was to re-establish the Development Code Review Committee and develop a proposed timeline for review of the Development Code.
