October 27, 2020 minutes CITY OF DENTON CITY COUNCIL MINUTES October 27, 2020 After determining that a quorum was present, the City Council of the City of Denton, Texas convened in a Work Session on Tuesday, October 27, 2020, at 2:05 p.m. in the Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas. PRESENT: Mayor Chris Watts,Mayor Pro Tern Gerard Hudspeth and Council Members Keely Briggs, Jesse Davis, John Ryan, Deb Armintor, and Paul Meltzer ABSENT: None Also present were City Manager Todd Hileman and City Attorney Aaron Leal. Note: Mayor Chris Watts, Mayor Pro Tem Gerard Hudspeth, and Council Members Keely Briggs, Jesse Davis, John Ryan, Deb Armintor and Paul Meltzer participated in the work session, and special called meeting via video/teleconference under the provisions allowed by the Texas Government Code Section 551.127. The posted agenda noted the registration process for public participation at this virtual meeting.While citizen commentary received via the online registration process was not read, each member of the City Council received each registration as it was submitted. The item was presented and discussion followed. Tom Stellman, CEO/Founder of TIP Strategies, also presented on the item. The work session was recessed for a short break at 3:23 p.m. and reconvened at 3:34 p.m. Discussion continued. Presentation of the item was paused to allow Work Session Item IC (ID 20-1969) to be presented/discussed. Presentation/discussion continued at 4:53 p.m. with Mayor Pro Tern Hudspeth serving as Presiding Officer. Following discussion, City Council consensus was to continue with the Plan, with related funding, as presented. C. ID 20-1969 Receive a report, hold a discussion, and provide staff direction regarding an evaluation of regulatory sampling information for Dyno Dirt and an overview of non- regulated contaminants in biosolids. Note: The item was presented and discussed before the completion of Work Session Item 3.A(ID 20-1615). The item was presented and discussion followed. Dr. Sally Brown, Research Professor at the School of Environmental and Forest Sciences at the University of Washington, and Ben Davis,Environmental Program Manager with Renda Environmental, also presented material on the item. Following discussion, City Council consensus was to take no action and continue with current regulatory and operational sampling and analyses. The work session was recessed for a short break at 4:39 p.m. and reconvened at 4:53 p.m., with the presentation/discussion of Work Session Item LA(ID 20-1615) continuing. ID 20-2122 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal corporation,authorizing the City Manager to execute a contract extension between the City of Denton and Bound Tree Medical, through February 28, 2021, to continue to provide Emergency Medical Services (EMS) medical supplies for the City of Denton Fire Department to be stocked in the Distribution Center; and declaring an effective date (File 5427 - extending a contract with Bound Tree Medical,to February 28, 2021).
