After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Work Session on Tuesday, November 10, 2020, at 3:02 p.m. in the Council Work
Session Room at City Hall, 215 E. McKinney Street, Denton, Texas.
PRESENT: Mayor Chris Watts,Mayor Pro Tern Gerard Hudspeth and Council Members Keely
Briggs, Jesse Davis, John Ryan, Deb Armintor; and Paul Meltzer
ABSENT: None
Also present were City Manager Todd Hileman and City Attorney Aaron Leal.

session, closed meeting and special called meeting via video/teleconference under the

meeting. While citizen commentary received via the online registration process was not read,

1. The City Council convened into a Closed Meeting at 4:40 p.m. consistent with Chapter 551
of the Texas Government Code, as amended, or as otherwise allowed by law, as follows.
A. ID 20-2115 Deliberation Regarding Certain Public Power Utilities Competitive Matters -
Under Texas Government Code Section 551.086;Consultation with Attorneys-Under Texas
Government Code Section 551.071. Discuss and deliberate renewable energy strategies and
possible opportunities to amend existing, and consider new, power purchase agreements;
receive a presentation from staff regarding public power competitive and financial matter
pertaining to the purchase of renewable energy; consultation with the City's attorneys
regarding legal issues associated with the agreements described above where discussions of
these legal matters in an open meeting would conflict with the duty of the City's attorneys to
the City of Denton and the Denton City Council under Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas.

Council Members Armintor and Meltzer were present during the presentation of the item;
and after determining a conflict of interest existed, were removed from the video conference
