After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Special Called Meeting on Tuesday, December 1, 2020, at 4:01 p.m. in the Council
Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas.
PRESENT: Council Members Birdia Johnson, Keely Briggs, Jesse Davis, John Ryan, Deb
Armintor, and Paul Meltzer
ABSENT: Mayor Chris Watts
Also present were City Manager Todd Hileman and City Attorney Aaron Leal.
Note: Council Members Birdia Johnson, Keely Briggs, Jesse Davis, John Ryan, Deb
Armintor and Paul Meltzer participated in the work session, and regular meeting via
video/teleconference under the provisions allowed by the Texas Government Code Section
551.127

City Secretary Rosa Rios called the meeting to order pursuant to the City of Denton Home Rule
Charter, Section 2-29 (e)(2) and opened the nomination processes to elect a presiding officer to
serve as the meeting chair.
Council Member Ryan nominated Council Member Davis as Presiding Officer. Council Member
Davis accepted the nomination.
Council Member Armintor nominated Council Member Briggs to serve as Presiding Officer.
Council Member Briggs declined the nomination.
There being no further nominations, City Secretary Rios closed the nomination process and called
the vote on the nomination to select Council Member Davis as the Presiding Officer. The
nomination carried.

Presiding Officer Davis opened the nominations for Interim Mayor Pro Tem.
Council Member Ryan nominated Council Member Davis to serve as Interim Mayor Pro
Tem. Council Member Davis accepted the nomination.
Council Member Meltzer nominated Council Member Ryan to serve as Interim Mayor Pro
Tem. Council Member Ryan declined the nomination.
Council Member Arnrintor nominated Council Member Meltzer to serve as Interim Mayor
Pro Tem. Council Member Meltzer declined the nomination.
There being no further nominations, Presiding Officer Davis closed the nomination process
and called the vote on his nomination as Interim Mayor Pro Tem. The nomination carried.

3. Work Session Reports
A. ID 20-2116 Receive a report, hold a discussion, and give staff direction regarding the City
of Denton’s COVID-19 response, the Local Disaster Declaration, and the Tenth Order of
Council of the City of Denton issued September 22, 2020, approved by Ordinance 20- 1845 .
The item was presented and discussion followed. DCPH Assistant Director/Chief
Epidemiologist Juan Rodriguez provided an overview of the current COVID situation.

in the amount of $29,562.00 for plan review costs related to the improvement of traffic
signals and pedestrian facilities along Loop 288 at Kings Row, US 380, and McKinney
