After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Special Called Meeting on Thursday, December 17, 2020, at 6:00 p.m. in the
Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas.
PRESENT: Interim Mayor Pro Tem Jesse Davis and Council Members Birdia Johnson, Keely
Briggs, John Ryan, Deb Aunintor, and Paul Meltzer
ABSENT: Mayor Chris Watts
Also present were City Manager Todd Hileman and City Attorney Aaron Leal.
Interim Mayor Pro Tem Davis served as Presiding Officer in the absence of Mayor Watts.
Note: Interim Mayor Pro Tem Jesse Davis and Council Members Birdia Johnson, Keely
Briggs, John Ryan, Deb Armintor, and Paul Meltzer participated in the work session and
special called meeting via video/teleconference under the provisions allowed by the Texas
Government Code Section 551.127.
The posted agenda noted the registration process for public participation at this virtual
meeting. While citizen commentary received via the online registration process was not read,
each member of the City Council received each registration as it was submitted.

Council Member Meltzer moved to suspend the rules as related to the nomination process.
Motion failed due to lack of a second.
Following discussion, Mayor Hudspeth opened the nominations to elect a Mayor Pro Tem.
Council Member Johnson nominated Council Member Davis to serve as Mayor Pro Tem.
Council Member Davis accepted the nomination.
Council Member Armintor nominated herself to serve as Mayor Pro Tem.
City Attorney Leal verified there was no second required on any nominations.
There being no further nominations, Mayor Hudspeth closed the nomination process and
called the vote on the nomination to elect Council Member Davis as Mayor Pro Tem. The
nomination carried.
