2021-02-01 Committee on the Environment MinutesCITY OF DENTON COMMITTEE ON THE ENVIRONMENT MINUTES February 1, 2021 After determining that a quorum was present of the Committee on the Environment of the City of Denton, convened in a Regular Meeting on Monday, February 1, 2021 at 9:08 a.m. in the Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas. PRESENT: Chair Council Member Paul Meltzer and Council Member Jesse Davis ABSENT: Council Member Connie Baker Note: Chair Council Member Paul Meltzer, Vice Chair Council Member Jesse Davis and Council Member Connie Baker participated in the work session and regular meeting via video/teleconference under the provisions allowed by the Texas Government Code Section 551.127. REGULAR MEETING 1. ITEMS FOR INDIVIDUAL CONSIDERATION A. COE21-004 – Receive nominations and elect a Chair and Vice-Chair for the Denton City Council Committee on the Environment. Committee Member Davis nominated Committee Member Meltzer for the Chair, and he accepted. Chair Meltzer nominated Committee Member Baker as the Vice Chair. Committee Member Davis moved to appoint Committee Member Meltzer as the Chair. Motion seconded by Committee Member Meltzer, motion carried. Chair Meltzer motioned to appoint Committee Member Baker as the Vice Chair. Motion seconded by Committee Member Davis, motion carried. YES (2): Paul Meltzer and Jesse Davis NO (0): B. COE21-001 - Consider approval of the November 2, 2020 minutes. Board Member Davis moved to approve agenda item 1B. Motion seconded by Board Member Meltzer, motion carried. YES (2): Paul Meltzer and Jesse Davis NO (0): C. COE21-002 - Receive a report, hold a discussion and give staff direction regarding request for assistance from US Army Corps of Engineers, Continuing Authorities Program (CAP) to study, determine cause and solution for flooding of Clear Creek and the Elm Fork of the Trinity River generally in the area of the Ray Roberts Greenbelt. The committee members asked questions and discussed the item. Board Member Davis moved to pass agenda item 1C to Council for approval. Motion seconded by Board Member Meltzer, motion carried. YES (2): Paul Meltzer and Jesse Davis NO (0): D. COE21-003 – Receive a report and hold a discussion on the summary of Greenhouse Gas Management and seek direction on new and existing GHG Management projects. JT Douglas gave the presentation for this item. There was discussion and suggestions for this item from the Committee Members. E. COE21-005 – Receive a report and hold a discussion on updates and energy reporting for State Senate Bill 241. JT Douglas gave the presentation for this item. There were questions and discussion by the Committee members. F. COE21-006 - Receive a report, hold a discussion and give staff direction on the proposed Industrial Pre-treatment Streamlining Permit. Deborah Viera gave the presentation. Meltzer and Davis asked for additional information as this is presented to Council. G. COE21-007 - Management Update 1. Action Items Matrix The items were presented and discussed. H. COE21-008 - Discussion and adoption of an annual meeting schedule. This item was discussed and decided that the meetings would be the first Monday at 9:00am/ 2. CONCLUDING ITEMS There were no concluding items.
