According to Section 14-114 of the City of Denton Code of Ordinance you are required to submit an application for a permit to operate. A non-refundable $160.00 application fee is required at the time application is submitted.
According to Section 14-113 of the City Code of Ordinance an applicant shall submit
plans (drawn to scale) of the proposed pool, spa, or Public Interactive Water Feature or Fountain (PIWF). A plan review fee of $250.00 is required.
To schedule a preliminary inspection appointment, call (940) 349-8321. The following
inspections are required:
PRE-GUNITE:
1) Ensure that main drains and sumps meet the legal requirements in regard to distance,
sump availability and depth
2) Ensure return lines are at least 12” below the design water level ( Spas: returns in
benches will need to be as low as possible if they cannot get them 12” below water
level)
3) Ensure adequate number of skimmers, lights, and returns are provided as approved
during plan review
PRE-PLASTER INSPECTIONS:
1) Ensure fences, windows, gates and doors meet the legal requirements of the pool
enclosure code that applies to the type of pool (Chapter 757 for apartments; DSHS
requirements for motels; City of Denton Ordinance 90-149[minimum height 60 inches],
etc.)
2) Ensure the required emergency summoning device or phone is installed in the correct
location and dials the approved emergency service and not the office or front desk line
3) Ensure pool or spa steps are adequately spaced for proper height and width and are
properly tiled
4) If there is a zero entry point, or tanning ledge, or if the pool is very deep, ensure tile
lines required are installed correctly
5) Ensure installation of lights, skimmers, and returns are complete
6) Ensure all safety equipment is available and phone or emergency call box is properly
functioning
7) Ensure all horizontal and vertical depth markers and “NO DIVING” markers are installed
8) Ensure pump room is in accordance with approved plan review – floor is graded to drain
9) To approve pool to be plastered, ALL aspects of the pool and fence shall be completed
except for the water. They cannot put water in the pool until the enclosure is complete
and secure

POOL FINAL:
1) The pool builder, owner and operator should be present if possible
2) Ensure all aspects of the pool and surroundings meet minimum standards
3) Operator has proper test kit; contractor leaves operation instructions for the equipment
4) Water quality standards shall be within legal limits and an extra drain cover is on hand
5) Permit to Operate application and fees are submitted before final is scheduled
Listed below are the requirements for the minimum standards for design and construction
of pools and spas within the City of Denton.
Note: Existing facilities that undergo a change of ownership or those facilities that are extensively remodeled, may be required to upgrade to current codes. Extensively
remodeled facilities includes any changes that alters the designed characteristic of the
aquatic venue; changing equipment on a one for one basis will be considered normal
maintenance.
Pool Plan Submittal Requirements:
Plans shall be submitted and scaled drawn to a minimum scale of ¼ inch = 1 foot
stamped with a registered engineer or architect seal and signature by electronic
means or by paper. For Class A & B pools as well as large class C pools, 18” x
24”. For small Class C Pools, 11” X 17” will be accepted as long as the detail is sufficient and readable. Be consistent; don’t mix sizes of drawings.
Designate the class of the pool.
Overall sketch of the pool or feature in relation to surrounding facilities in the
area.
Plan details should include depth markers, exits/entries, bench, steps, water lounges, no diving and no diving symbol markers, lights, skimmers, returns,
coping, safety equipment, signage, etc.
One or more plan views of the pool showing deck width and pool enclosure.
One or more cross sections of the pool through the main drain.
Detailed view of the equipment layout, mechanical and chemical storage areas.
Pipe schematic showing pipe configuration, pipe size, valves/gauges, inlets, main
drains, over flow outlets, make-up water, and backwash from the filter.
Dimensional drawings of pool bottom and sidewalls.
Deck and walking surfaces detail demonstrating well drained non-slip surface.
Pool enclosures (such as fencing), noting barrier height (minimum 60 inches), entry/exit design, construction of horizontal and vertical members and protections
to ensure barrier is not compromised from surrounding outside features.
Specification and cut sheets for all required components (pumps, filters,
disinfectant feeders, skimmers, inlets, drains, flow meters, mechanical ventilation,
light fixtures, etc.).
Design and flow calculations for the circulation system must either be on a stamped plan or accompany the plans with an engineers or architect’s stamp and
signature (RECOMMENDED).

PUBLIC INTERACTIVE WATER FEATURE OR FOUNTAIN(S), OR SPA(S) SHALL
MEET ALL THE REQUIREMENTS OF THE TEXAS ADMINISTRATIVE CODE,
TITLE 25; HEALTH SERVICE, PART I; DEPARTMENT OF STATE HEALTH
SERVICES; CHAPTER 265; GENERAL SANITATION, SUBCHAPTER L AND
SUBCHAPTER M AS WELL AS COMPLYING WITH THE VIRGINIA GRAEME
BAKER POOL SPA SAFETY ACT.
