June 8, 2021 MinutesCITY OF DENTON CITY COUNCIL MINUTES June 8, 2021 After determining that a quorum was present, the City Council of the City of Denton, Texas convened in a Work Session on Tuesday, June 8, 2021, at 2:00 p.m. in the Council Work Session Room at City Hall, 215 E. McKinney Street, Denton, Texas. PRESENT: Mayor Gerard Hudspeth, Mayor Pro Tem Paul Meltzer and Council Members Vicki Byrd, Brian Beck, Jesse Davis, Alison Maguire, and Deb Armintor ABSENT: None Also present were Interim City Manager Sara Hensley and Interim City Attorney Catherine Clifton Note: Mayor Gerard Hudspeth, Mayor Pro Tem Paul Meltzer, and Council Members Vicki Byrd, Brian Beck, Jesse Davis, Alison Maguire, and Deb Armintor participated in the work session, closed meeting and meeting via video/teleconference The posted agenda noted the registration process for public participation at this virtual meeting. While citizen commentary received via the online registration process was not read, each member of the City Council received each registration as it was submitted. ID 21-1185 Receive a report, hold a discussion, and give staff direction regarding a presentation by the Denton County Transportation Authority (DCTA) on the proposed GoZone on-demand service City of Denton City Council Minutes June 8, 2021 Page 2 The item was presented by Nicole Recker, Vice President of Mobility Services and Administration, and Raymond Suarez, Chief Executive Officer with Denton County Transportation Authority (DCTA). Following discussion, there was no direction provided as the item was for presentation/discussion purposes. B. ID 21-451 Receive a report, hold a discussion and give staff direction regarding FY 2021-22 departmental budget presentations for Community Services, City Council/City Manager’s Office, Public Affairs/DTV, Legal and Animal Services. The item was presented and discussion followed. The work session was recessed for a short break at 5:19 p.m. and reconvened at 5:40 p.m. Following discussion, there was no direction provided in preparation for the Fiscal Year 2021-2022 budget for the above-noted departments. C. ID 21-616 Receive a report, hold a discussion, and give staff direction regarding the scope and connectivity options for the Westgate Roadway Improvement Project. The item was presented and discussion followed. Following discussion, City Council consensus was for staff to move forward as follows: • • • • Option C - construct a collector roadway along Westgate (north/south) portion; Make the necessary drainage, water and sewer replacements and add an 8-foot sidewalk on the east side of Westgate; Option 4 - permanently connect the existing east/west portion of Westgate and including drainage upgrades and sidewalk connectivity; and Staff to evaluate the use of a gate or a right-in/right-out for the Westgate east/west to north/south connection. D. ID 21-1143 Receive a report, hold discussion, and give staff input regarding the TXDOT required electric transmission line reconstruction around 135 and Loop 288. Council Member Davis raised a point of order regarding the use of the one-minute pitch process to provide policy direction as it related to Item 21-560 (3). Discussion continued The work session was recessed for short break at 8:19 p.m. and reconvened at 8:30 p.m. Following discussion, Mayor Hudspeth upheld the point of order made by Council Member Davis that the one-minute pitch process did not provide for policy direction as it related to Item 21-560 (3). The work session ended at 8:52 p.m. CLOSED MEETING 1. A The City Council convened into a Closed Meeting at 8:52 p.m. consistent with Chapter 551 of the Texas Government Code, as amended, or as otherwise allowed by law, as follows.
