After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Work Session on Tuesday, June 8, 2021, at 2:00 p.m. in the Council Work Session
Room at City Hall, 215 E. McKinney Street, Denton, Texas.
PRESENT: Mayor Gerard Hudspeth, Mayor Pro Tem Paul Meltzer and Council Members Vicki
Byrd, Brian Beck, Jesse Davis, Alison Maguire, and Deb Armintor
ABSENT: None
Also present were Interim City Manager Sara Hensley and Interim City Attorney Catherine Clifton

The posted agenda noted the registration process for public participation at this virtual
meeting. While citizen commentary received via the online registration process was not read,
each member of the City Council received each registration as it was submitted.

B. ID 21-451 Receive a report, hold a discussion and give staff direction regarding FY 2021-22
departmental budget presentations for Community Services, City Council/City Manager’s
Office, Public Affairs/DTV, Legal and Animal Services.

Following discussion, there was no direction provided in preparation for the Fiscal Year
2021-2022 budget for the above-noted departments.
C. ID 21-616 Receive a report, hold a discussion, and give staff direction regarding the scope
and connectivity options for the Westgate Roadway Improvement Project.
The item was presented and discussion followed.
Following discussion, City Council consensus was for staff to move forward as follows:

Option C - construct a collector roadway along Westgate (north/south) portion;
Make the necessary drainage, water and sewer replacements and add an 8-foot
sidewalk on the east side of Westgate;
Option 4 - permanently connect the existing east/west portion of Westgate and
including drainage upgrades and sidewalk connectivity; and
Staff to evaluate the use of a gate or a right-in/right-out for the Westgate east/west to
north/south connection.
D. ID 21-1143 Receive a report, hold discussion, and give staff input regarding the TXDOT
required electric transmission line reconstruction around 135 and Loop 288.

Council requests for:
1) Work session for Council to consider giving direction to amend the sign ordinance,
creating exemptions for (1) "off premise signs" adjacent to a business property, or within a
certain distance, without requiring the business to obtain a new Certificate of Occupancy;
and 2) wall signs that are closer in function to murals and serve as public art.
2) Work session to review the Council committees and discuss their relevance and viability.
3) Policy direction to fly an LGBTQ+ Pride Flag and a Juneteenth flag at City Hall and
other City buildings staff deems fitting, for the entire month of June alongside the U.S. and
Texas flags.
