McKinney Street, Denton, Texas Board Members: Chair Susan Parker, Karen DeVinney, Charles Jackson, Lilia Bynum, Billy Cheek,Ed Soph and Russell Bafford Ex Officio Member: Mario Canizares,Assistant City Manager REGULAR MEETING 1. CONSENT AGENDA A. PUB19-179 - Consider recommending adoption of an ordinance of the City of Denton, Texas, a Texas home rule municipal corporation, authorizing the City Manager to expend funds for payment by the City of Denton to the Texas Commission on Environmental Quality for the annual Consolidated Water Quality Fee for operation of the Pecan Creek Water Reclamation Plant; and providing an effective date. (Consolidated Water Quality Fee in the total not-to-exceed amount of$127,000.00). Board Member Cheek motioned to approve the consent agenda items with a second by Board Member Russell. Vote 7-0 approved. B. PUB19-184 - Consider recommending adoption of an ordinance of the City of Denton, a Texas home- rule municipal corporation, for approval of a pre-qualified professional services list for Solid Waste/Landfill; and providing an effective date (RFQ 7109). Board Member Bafford asked if City staff could have done the tasks that were listed. Brian Boerner answered he did not have staff that could perform these tasks. Board Member Russell asked why only 14 responded out of 750 solicitations. Mario Canizares answered many times the solicitation is sent out via email and it will go directly to the junk mail or businesses just do not want to respond. This is seen in many other cities. Board Member Bafford motioned to approve this consent agenda item with a second by Board Member DeVinney. Vote 7-0 approved. C. PUB19-185 - Consider recommending adoption of an ordinance of the City of Denton, a Texas home- rule municipal corporation, authorizing the City Manager to execute a contract with NO-DIGTEC, LLC, through The Interlocal Purchasing System(TIPS) Cooperative Program Contract# 171105 for the supply of pipe bursting and related services for Wastewater Utilities; providing for the expenditure of funds therefor; and providing an effective date (File 7165 - awarded to NO-DIGTEC, LLC, in the amount of$642,350). Kenneth Banks responded that it was 1,800 feet and doing it this way is more cost effective and we do not have to unearth the pipe. Board Member Parker motioned to approve this consent agenda item with a second by Board Member Soph. Vote 7-0 approved. 2. ITEMS FOR INDIVIDUAL CONSIDERATION A. PUB19-182 - Consider approval of the minutes of September 9, 2019. Approved with corrections. B. PUB19-183 -Assistant City Manager Update: 1. Future Agenda Items 2. Matrix 3. CONCLUDING ITEMS Under Section 551.042 of the Texas Open Meetings Act, respond to inquiries from the Public Utilities Board or the public with specific factual information or recitation of policy, or accept a proposal to place the matter on the agenda for an upcoming meeting AND Under Section 551.0415 of the Texas Open Meetings Act, provide reports about items of community interest regarding which no action will be taken, to include: expressions of thanks, congratulations, or condolence; information regarding holiday schedules; an honorary or salutary recognition of a public official, public employee, or other citizen; a reminder about an upcoming event organized or sponsored by the governing body; information regarding a social, ceremonial, or community event organized or sponsored by an entity other than the governing body that was attended or is scheduled to be attended by a member of the governing body or an official or employee of the municipality; or an announcement involving an imminent threat to the public health and safety of people in the municipality that has arisen after the posting of the agenda Chair Parker asked to see the data of how many people are watching the PUB night meetings. Mario Canizares stated there would be a tour of the facilities on October 23, more information will be available once it is closer.
