Alternative Environmentally Sensitive Areas Plan Checklist
The following items must be submitted for the application to be considered complete.
Section 1: Items to be Submitted
☐ 1.1 Copy of Deed(s) or Owner Authorization Letter
☐ 1.2 Associated Fee(s) as listed on the Development Review Fee Schedule
☐ 1.3 Legal description of the property in MS Word format. Include the metes and bounds
description of the property, as prepared and sealed by a registered land surveyor.
☐ 1.4 Legal description of the Development Impact Area. Include the metes and bounds
description of the property, as prepared and sealed by a registered land surveyor.
☐ 1.5 Legal description of the Environmentally Sensitive Areas to be preserved, created,
expanded or improved as described in the Alternative ESA Plan. Include the metes
and bounds description of these areas, as prepared and sealed by a registered land
surveyor.
☐ 1.6 Provide a shapefile of the legal description of the property and the legal description of
the ESAs or mitigation areas. The following protocols are to be used when mapping
the boundaries of the ESA and providing the data:
Provide an ESRI Geographic Information System layer (shapefile) with
metadata showing the GPS unit accuracy. The following geographic
information must be used:

Section 2: Project Narrative
The project narrative should provide a detailed description of the proposal, including, but not
limited to:
☐ 2.1 A description of the current Environmentally Sensitive Area(s) (ESAs) located within
the property boundaries that will be affected:
☐ 2.1.a Type(s) of ESAs: Floodplain ESA, Riparian Buffer ESA, Water-Related
Habitat, and/or Cross Timbers Upland Habitat;
☐ 2.1.b List the ecological functions and values the ESA provides and how these
functions and values benefit the City of Denton.
☐ 2.2 The ESAs that will be impacted and proposed uses or activities within the impacted
ESAs, identify specific code deviations, and why the proposed deviation(s) from the
ESA protection requirements listed in the Denton Development Code (DDC) Section
7.4 are necessary.
☐ 2.3 Where applicable, identify the location(s) and cite the code that allows for proposed
permitted ESA encroachments (i.e. construction of roadways identified on the City’s
Mobility Plan).
☐ 2.4 A summary of the proposed mitigation goals to replace, improve or exchange
identified ecological functions and values currently provided by existing ESA(s) that
will be impacted.
☐ 2.5 A detailed description of the proposed mitigation activities.
☐ 2.6 When mitigation work will involve the installation of vegetation, describe the Three-
Year Maintenance Period and Acceptance:
☐ 2.6.a Annual reporting during the first three years describing the cumulative
migration work performed and the survivability of the plantings, to be
submitted to staff for review and inspection;
☐ 2.6.b. Plants installed as a part of the proposed native flora revegetation must be
installed and maintained by the current property owner/developer for a
period of three (3) years following installation. Any plants that are removed,
destroyed, or die within that three (3) year period must be replaced by the
current property owner/developer.

☐ 2.7 Provide a perpetual Maintenance Plan, as appropriate, for proposed mitigation area or
structure;
☐ 2.8 List each of the Criteria for Approval in the Denton Development Code 2.8.4D.
Describe how the proposed AESA Plan meets each of the criteria for approval, or, as
appropriate, state “not applicable”.
Section 3: Site Plan
Plan Format and General Standards:
☐ 3.1 North arrow, written and graphic scale, and vicinity map.
☐ 3.2 Provide a legend if any symbols or abbreviations are used on the plan graphic.
☐ 3.3 A title block located in the lower right-hand corner of the plan sheet containing: Date
of preparation; project name; city assigned project number; plan preparer name,
address, and phone number; owner and/or developer name, address, and phone
number; subdivision name, block and lot; existing zoning, and proposed land use.
☐ 3.4 All plan sheets shall be 24” x 36” with an appropriate, readable scale.
☐ 3.5 Show property boundaries utilizing a bold line weight. Label distances and bearings,
or curve data as appropriate.
Graphic and Site Information: all Exhibits should include an overlay of existing ESAs and
proposed mitigation. Below items should only be depicted as the items would relate to ESA
encroachments and mitigation.
☐ 3.6 Label the lot’s area in square feet and acres; subdivision name, block and lot; and deed
record. Dimension and label lot width and depth.
☐ 3.7 Show and label the lot’s development impact area.
☐ 3.8 Show and label current and conceptual topographic contour lines with drainage flow
arrows.
☐ 3.9 Show, label, and dimension existing and proposed easements.
☐ 3.10 Show and label existing and proposed water, sanitary sewer, and storm water lines.
Label size of lines. If existing lines are to remain, show and label.
☐ 3.11 Show and label any conceptual onsite storm water detention facilities.

☐ 3.12 Show and label any proposed uses or activities that may impact current ESAs or cause
for deviations from DDC Section 7.4., including land disturbances and construction
activities to support permanent structures.
☐ 3.13 Show, label and dimension proposed mitigation area(s) or structures.
☐ 3.14 When appropriate, provide a landscaping plan and irrigation plan.
☐ 3.15 Provide an erosion control plan.
Section 4: Other Information
☐ 4.1 A tree survey and tree preservation plan is strongly recommended. The tree survey and
tree preservation plan should be shown on the site plan.
☐ 4.2 When applicable to the project and appropriate to support the request and project
goals, provide any downstream assessments, Certified Letter Of Map Revision
(CLOMR) applications, calculations for stormwater treatment facilities, and other
engineering-related studies.
