After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Retreat (Day 2) on Saturday, August 21, 2021, at 9:07 a.m. in the Development
Service Center at 401 N. Elm Street, Denton, Texas at which the following item was considered: PRESENT IN PERSON: Mayor Gerard Hudspeth, and Council Members Vicki Byrd, Brian Beck, Jesse Davis, and Deb Armintor
ABSENT: Mayor Pro Tem Meltzer Also present were Interim City Manager Sara Hensley and Interim City Attorney Catherine
Clifton.
1. ITEM(S) FOR DISCUSSION
A. ID 21-1601 Hold a retreat discussion facilitated by the Mejorando Group and give staff direction and priorities concerning the following: City services and infrastructure; streets; parks; finances, budget; planning; zoning and development; environmental issues; human resources; technology; public utilities, taxes; engineering; economic development; code
enforcement; city facilities; transportation; purchasing; management; intergovernmental
relations; boards, commissions and committees; requests from boards, commissions, and committees requiring staff time; meetings; agenda development; City Council communication with staff and the public; specific goals for the 2021-2022 fiscal year; and without limitation, any and all operations of the City of Denton city government.
The item was presented and discussion followed.
Patrick Ibarra, Co-Founder and Partner of Mejorando Group, facilitated discussion regarding the following items:
• City Council Priorities were discussed and outlined as noted below.
o Pursue Organizational Excellence and incorporate the following:
Develop and Implement American Rescue Plan Funding and Programs
Implement 311 Phone System
Develop Budget for Fiscal Year 2021-2022 and Fiscal Year 2022-2023
Continue Grant Management Improvements
Complete and Launch New City Website
Continue to Evaluate Organizational Staffing and Benefits
o Enhance Infrastructure and Mobility and incorporate the following:
Improve Capital Project Planning and Communications
Finalize Mobility Plan Update

Continue Implementing Economic Development Strategic Plan
Implement Historic Preservation Plan
Review and Develop Denton Development Code (DDC) Amendments o Strengthen Community & Neighborhood Services & Quality of Life and incorporate the following
Continue to Strengthen Homelessness Initiatives and Housing Crisis Response System
Develop 909 N. Loop 288 Building for 24/7 Center
Manage and Coordinate COVID-19 Federal & State Funds and Programs
Develop Non-Discrimination Ordinance o Support Healthy and Safe Communities and incorporate the following
Continue to Strengthen Homelessness Initiatives and Housing Crisis Response

• One Minute Pitch Process to include the following:
o Amendments to current process
o Allow the requestor to present for two-minutes, all responses remain one-minute;
o Clarify language to allow a request to be made for future agenda item (ex. Resolution)
Further discussion, possible consideration, scheduled for the September 28
meeting.

• Council Committees were addressed as follows: o Retire the following Council Committees: Airport, Audit/Finance, Community Engagement, and Council Appointee Performance Review Committee
Further discussion, possible consideration, scheduled for the September 28 meeting.
• Council Meetings Length/Time to include the following:
o Approximate discussion times for Work Session items on the agenda to help facilitate the discussion
o Limit the number of slides in each presentation o Informational presentations should be Informal Staff Reports o Council Members discussed being concise and following Robert’s Rules of Order to
keep the group moving towards its goals
• Background Information for Agenda Items to include the following: o Include rubrics and performance measures on Agenda Information Sheets
o Provide applicable adopted plans that are guiding the project/item (e.g. Vision Zero,
Sustainable Framework, Mobility Plan)
• Community Meeting Process and Notification for proposed developments to include the
following:
o Update Council on the requirements for community meetings
o Identify neighborhoods to be included in the notification rather than just specified distance
• Council Request Prioritization to include the following:
o Agenda Committee to assist in scheduling items based upon priority offered by Council Members, work session availability, and readiness of the item depending upon total number of staff hours needed to develop and departments involved (not to
impact established priorities)
With no further business, the retreat was adjourned at 3:00 p.m.
