After determining that a quorum was present, the City Council of the City of Denton, Texas
convened in a Work Session on Tuesday, December 7, 2021, at 3 :00 p.m. in the Council Chambers
at City Hall, 215 E. McKinney Street, Denton, Texas.

Following discussion, City Council consensus was to move forward with Plan B, presented
by Council Member Beck, for consideration at the December 14, 2021 meeting.

Council Members indicated an interest to continue discussion. Mayor Hudspeth announced
there would be no additional discussion as a consensus had been reached. Council Member
Armintor called a Point of Order stating Roberts Rules of Order provide for commentary
from those that want to speak, with no rule in place limiting a Council Member to only speak
once. Mayor Hudspeth cited the City Charter which notes each person gets to speak once,

common section from the State House and State Senate talking about how bad redistricting is, but it went
forward. Suppons the Beck Plan as it is anticipating growth with the raw numbers and data that Council
Member Beck has provided. Plan B is a plan that corrects some wrongs and unites neighborhoods. This also
speaks to where Denton is going to go in the future.

talk about it. 11 But when members of Council decide to make changes without speaking to the citizens then
believes they are out of control; I will be here at every meeting to address Council; watch how many people
get up here and talk to you about this issue and maybe that will get your allention.
