Definition: Responsible for directing, coordinating, and supervising the Denton Municipal Electric (DME) Business Office personnel and activities, including budgeting, accounting, Energy
Management Organization (EMO) Rates and Settlement activities, reporting for DME and City of Denton requirements, and financial risk management for DME's participation in the ERCOT
market.
Key Responsibilities:
Oversee and assist in the preparation of the DME portion of the Comprehensive Annual Financial Report (CAFR)
Oversee and assist in the preparation and coordination of the DME budget and capital improvement program
Oversee the preparation and monitoring of the following:
Valuation of ERCOT transactions
Market risk calculations e.g. daily Profit and Loss, positions, Value at Risk
Evaluating counterparty credit risk
Exception reporting of measurements that approach or exceed predetermined variances
Oversee and assist in the preparation of the annual Transmission Earnings
Monitor Report filed each year with the Texas Public Utility Commission
Ensure that DME accounting activities are conducted and reported in accordance with Generally Accepted Accounting Principles (GAAP), Federal Energy Regulatory Commission, and the Public
Utility Commission of Texas accounting rules where appropriate
Act as accounting liaison with other City departments when necessary
Oversee the Energy Risk Management function by providing guidance and leadership to the energy risk management staff in the following areas:
Valuation of ERCOT transactions
Market risk calculations e.g. daily Profit and Loss, positions, Value at Risk
Evaluating counterparty credit risk
Exception reporting of measurements that approach or exceed predetermined variances
Stress testing
Model monitoring
Direct DME staff in Financial Reporting, Payroll, Accounts Payable, and Fixed Assets, and insure timely, efficient and accurate processing and reporting of transactions
Work with City Finance Director to perform bond package development
Co-ordinate internally to perform energy kilowatt-hour sales forecasts
Provide information for, and review results of electric utility revenue and expense forecasts
Conduct initial investigation for any financial irregularities for electric utility funds
Review and balance electric utility funds to ensure compliance with applicable rules and regulations
Maintain all applicable financial records and account for all funds received and spent by DME.
Maintain knowledge of the fiscal status and financial health of DME
Oversee the Asset Management function for DME. Ensure the timely transfer of completed capital projects from work in progress to individual assets booked into the JDE fixed asset module
Create custom financial reporting for DME management as requested
Monitor and control cash flow for DME
Ensure funds owed to DME are received
Act as liaison to external auditors and other outside agencies (PUCT, ERCOT) in the examination of DME's financial records, and direct staff to insure the timely completion of accurate
schedules and work papers to meet the agreed upon delivery dates
Oversee and assist in the preparation and filing of Transmission Cost of Service (TCOS) rate cases with the Public Utility Commission of Texas to ensure that the City receives the highest
actual rate of return available on its transmission facility investment as mandated by the PUCT
Act as accounting liaison to the other electric utility partners of the Texas Municipal Power Agency to ensure the proper timing of expenses and revenues between the various companies
Oversee and assist in the preparation of special reports and studies as requested by DME or City management for possible presentation to the Denton Public Utilities Board and/or City
Council
Participate in the Energy Management Organization Operations Committee meetings
Most frequent contacts with DME General Manager, City Finance Director, City Controllers, DME Executive Management team members, DME Operations Superintendents

Minimum Qualifications / Acceptable Equivalency:
Bachelor degree in Business Administration or Accounting or 10 years in an applicable field
Ten years of experience in electric utility operations related accounting.

Extensive knowledge in the U.S. Code of Federal Regulations (FERC) Uniform System of Accounts.
Ability to analyze problems, make objective decisions and execute them effectively.
Experience in providing information PUCT transmission cost of service rate making proceedings.
Conditions of Employment:
Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state
required minimum automobile liability insurance within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must be able to work outside of regular business hours as required
Preferences:
Knowledgeable in use of JD Edwards accounting and fixed accounting system
Experience in electric utility accounting or financial management
Experience in governmental accounting
Experience in ERCOT and FERC financial reporting requirements
Experience in CAFR reporting
