Definition: Responsible for providing leadership and direction on review of NERC/FERC Standards/Regulations and ERCOT Protocols and Operations Guidelines to determine applicable requirements
for Denton Municipal Electric. Monitors DME compliance with those requirements and completes the steps necessary to ensure the company is compliant in the overall operation of the transmission
areas.
Responsible for providing management reports from NERC and ERCOT subcommittees, working groups, and tasks forces, of which DME is an active participant. This position requires frequent
interface and communication with TRE, NERC, ERCOT and DME Departments and Staff.
Key Responsibilities:
Reviews applicable documents,
Represents DME at meetings of TRE, ERCOT, NERC and PUCT.
Investigates the practices and recordkeeping of various functions within DME departments and reporting the levels of NERC and ERCOT compliance to Executive Staff.
Develops standards, procedures, guidelines, and reports to maintain compliance measures that will affect the overall operation of DME transmission assets.
Maintains expert knowledge and assisting in the interpretation of regulation such as NERC Standards and ERCOT Protocols and Operating Guides that form the basis for the NERC and ERCOT
Compliance Programs, as well as staying informed about the utility industry trends and practices.
Evaluates compliance reviews and determining levels of non-compliance with NERC Standards and ERCOT Protocols and Operating Guides and recommending conformance measures
Receives and addresses formal complaints from regulatory agencies regarding non-compliance.
Leads remedial actions to resolve non-compliance issues and following up on corrective action plans.
Provides technical expertise, oversight and guidance to decisions concerning compliance, deploy good utility practices and develop consistent operations and maintenance instructions
Manages and participates in compliance reviews to assess, investigate, evaluate and report on system performance necessary to measure compliance with NERC standards and ERCOT Protocols
and Operating Guides.
Prepares periodic reports and plans for the ERCOT and NERC Compliance Programs
Ensures that appropriate records are maintained including review of inspection reports, equipment testing and inspection schedules or intervals.
Participates in investigation of the operational incidents which may lead to reportable events, performing sequence of event review, analysis of recorders and logs to perform root cause
analysis to develop recommendations and corrective actions to prevent future occurrences.
Most frequent contacts are with the Executive Manager, General Manager, Operations Division Manager, Systems Operations Superintendent, and Substations Superintendent.
Assists in determining employee training needs, as well as assisting DME management in development and delivery of training courses.
Provides input to and tracking budget for compliance related expenses in the Operations budget.
Assists with Transmission maintenance and Engineering as needed.

Minimum Qualifications / Acceptable Equivalency:
A Bachelor of Science degree in Engineering or related field or 7 years of previous work experience with an electric utility in the area of NERC/ERCOT, RTO or Regulatory compliance
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Conditions of Employment:
Must have a valid Class “A” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state
required minimum automobile liability insurance within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must pass a physical examination (evaluate per position)
Must be able to work overtime when requested (evaluate per position)
Preferences:
Bilingual in Spanish and English
Prior Experience in planning and operating environment, using specialized applications for power system modeling and analysis and/or energy management systems is desired
Experience in a municipal government electric utility department
Proficient in the operation of the following equipment: Personal computer with Windows operating system, Microsoft Office application suite, Microsoft Outlook email system and DME’s
computerized maintenance management system: Essentials Software from Advantica.
