WHEREAS, All around the world, sexual harassment,abuse,and assault are widespread problems.
In the United States alone, nearly I in 5 women and 1 in 67 men have been raped at
some point in their lives,and 1 in 4 girls and 1 in 20 boys are sexually abused by the
age of 17. In fact,an American is sexually assaulted every 68 seconds; and
WHEREAS, sexual assault affects every adult, teen, and child in Denton County either as a
victim/survivor of sexual assault, or as a family member, significant other, friend,
neighbor,or co-worker; and
WHEREAS, few survivors of sexual violence seek help immediately after victimization due to the
shame or fear of not being believed and in order to end sexual assault, we must
alleviate these fears. We must begin by believing survivors;and
WHEREAS, Denton County Friends of the Family staff and volunteers provide comprehensive
and compassionate services to those impacted by sexual assault, including a Survivor
Advocate Tearn responding 24/7 to local hospitals and law enforcement agencies to
support victims of sexual assault; and
WHEREAS, April 2022 marks the twenty-first anniversary of Sexual Assault Awareness Month
during which Denton County Friends of the Family will be intensifying efforts to
promote public understanding of sexual assault, publicizing their services,
emphasizing the need for increased community support for their agency, and
increasing the awareness of needs of survivors.
NOW,THEREFORE, I, Gerard Hudspeth, Mayor of the City of Denton, Texas, do hereby declare and
proclaim the month of April 2022 as
"SEXUAL ASSAULT AWARENESS MONTH"
in the City of Denton, and encourage all citizens to learn more about the effects of
sexual assault and how to support survivors.

WHEREAS, The City of Denton recognizes the importance of parents talking to their teens about the risks
and dangers of alcohol and drugs in our communities;and
WHEREAS, high school students who use alcohol or other substances are five times more likely to drop
out of school or believe good grades are not important;and
WHEREAS, 27 percent of middle school students try alcohol before graduating from 8th grade, which
significantly increases the risk that they will develop alcohol problems later in life;and
WHEREAS, underage drinking contributes to more than 4,300 deaths among people under 21 in the U.S.
each year;and
WHEREAS, many kids say their parents are their primary influence when it comes to decisions about
drinking alcohol;and
WHEREAS, PowerTalk210, started by Mothers Against Drunk DrivingxO (MADD) in 2011, was
established to encourage parents and caregivers to embrace their important role of influencing
America's youth and their decisions about drinking alcohol and using drugs;and
WHEREAS, in 2022, MADD encourages parents to use PowerTalk 21, as part of the Power of Parents®
program,to create a sustained and prolonged conversation about underage drinking and other
drugs among middle school and high school students;and
WHEREAS, MADD North Texas is providing a virtual learning series from April 1st to May 31st to give
parents the tools to effectively talk to their children about alcohol and other drugs to help
protect them.

WHEREAS, Every spring and fall, nearly two billion birds travel through the State of Texas. This
number represents somewhere between a quarter and a third of all birds migrating
throughout the United States. It is important to recognize this massive migration of birds
occurs at night;and
WHEREAS, these birds must contend with a threat called light pollution. Light attracts and
disorients these migrating birds, confusing them and making them vulnerable to
collisions with buildings and other urban threats. According to Lights Out Texas,more
than one billion birds die in collisions with buildings in the United States annually;and
WHEREAS, Denton is joining an international Lights Out effort by proposing and implementing a
simple solution to protect birds: turning off non-essential lighting during critical
migration periods. Turning off non-essential lights dramatically reduces hazards to
migrating birds, allowing them to safely proceed with their journeys; and
WHEREAS, Lights Out Texas is a statewide initiative that aims to raise awareness of this issue and
is led by the Cornell Lab of Ornithology and former First Lady and founder of Texan
By Nature, Laura Bush;and
WHEREAS, residents and business owners are encouraged to help protect birds by turning off all
non-essential lighting during the critical bird migration periods, which is between 1 1
p.m. and 6 a.m., from April 22 — May 12, 2022 and from September 5 - October 29,
2022.

WHEREAS, Earth Day is observed throughout the nation and the world; and
WHEREAS, more than a billion people are celebrating the 52nd anniversary of Earth Day this
week by showing global support for our independent and interconnected
environment, and by reminding us that the actions we take every day impact people
around the world; and
WHEREAS, the City of Denton has proven its commitment to a sustainable future by adopting the
Simply Sustainable Framework, working towards 100% renewable energy
production, enabling biking and walking across the city, maintaining and expanding
our parks and trails,cleaning litter from our roadways,and protecting citizens' access
to clean air and water; and
WHEREAS, in the past year,the citizens of Denton demonstrated their commitment to our Earth
by volunteering thousands of hours by picking up litter, restoring natural habitats,
removing invasive plant species, and planting hundreds of trees; and

Redbud Festival, as well as numerous other community beautification programs, to
encourage the improvement and care for our environment.

WHEREAS, Denton Parks and Recreation and Keep Denton Beautiful engage with volunteers that
are representative of the rich diversity of our community,from children to older adults
and from life-long residents to college students, all of which participate in service to
better our community; and
WHEREAS, volunteers enhance services provided to City of Denton residents and extend the
capacity of city departments; and
WHEREAS, volunteers give their time and talents to the many wonderful community
organizations in Denton and contribute to a vibrant and healthy community; and
WHEREAS, in 2021, more than 6,000 dedicated volunteers served 14,928 hours with Denton
