Develop criteria to determine when patch ride quality should be tested. For this recommendation,we found that the Public Works Inspections Division had acquired needed equipment to perform ride quality testing; however,formal—or written-criteria for when this testing should be performed had not been developed. Since the follow-up was completed,the Division has developed a standard operating procedure that specifies when this testing should be performed as well as how it should be documented. Implementation of this standard operating procedure will be verified during an informal follow-up review sometime next fiscal year. s 4. Require restoration contractors to comply with the City's standards for all right-of-way permits. This recommendation was primarily focused on ensuring both external and internal utilities who make cuts on City streets were required to restore the street using the same standards. Particularly,at the time of the original audit,the City's Standard Construction Details required utilities to backfill street cut trenches using a concrete"flowable"backfill.There was evidence that external utilities were required to comply with this standard, but internal utilities were not. The monthly stop loss premium is based on the number of employees that are enrolled in the City's health plan on a per employee per month(PEPM)basis.As the number of enrolled employees increases,stop loss premiums increase accordingly. This designation is consistent with the anticipated continued development of higher-density residential uses and neighborhood serving non-residential uses along Bonnie Brae Street.Given the changes in development patterns and the upcoming significant widening of Bonnie Brae Street in this part of the City,the low-density single-family residential use that is the primary use permitted by the R2 zoning district would not now be appropriate on the subject property,and the requested rezoning of the subject property to MN is appropriate.
