At the direction of the City,we modify the inspection process for the final inspection effort to collect data that reflects current site conditions as the padsite is closed or being closed out. A general summary of findings is presented below with additional results provided in the attached report. ■ Field Inspection Results: As part of the field inspection efforts, Modern evaluated the padsite concerning general ordinance or operational requirements set forth by the City. No operational or ordinance compliance issues were noted by Modern during our inspection efforts other than noted below: • Multiple gravel piles requiring removal noted.According to the City Inspector,all gravel pile observations were addressed as of August 26, 2024, thus the gravel observations are no longer considered Action Items. ■ Surface Inspection: Modern prepared a 10' by 10' grid of all areas of the padsite historically associated with production infrastructure to allow surface screening for potential concerns. At a minimum, the grids extended —10 feet beyond prior infrastructure including the gas well and former locations of aboveground storage tanks (ASTs) and other equipment. Screening included an evaluation of background at least 250 feet away from the nearest padsite boundary and/or above grade equipment with survey equipment and at least one inspection point per grid for visual evidence of releases, methane, volatile organic compounds (VOCs), and radiation.The surface inspection area is depicted on Figure 1. o Visual Evidence of Releases: Modern evaluated each grid to determine if visible evidence of a release or odors were present. This included dark staining, sheens, or other observations suggestive of remnant impact on the padsite. No visual evidence of releases was identified during the inspection. o Methane: Modern utilized calibrated equipment capable of detecting methane to 1 ppmv to screen each grid within 2" or less above the surface to identify if methane was noted above 10 ppmv or 2x background. 5100 THOMPSON TERRACE,COLLEYVILLE,TEXAS 76034 1 F 682.223.1593 1 P 682.223.1322 www.MODERNGEOSCIENCES.com MODERN GEOSCIENCES TRUSTED ENVIRONMENTAL ADVISORS No methane observations exceeding 10 ppmv were identified during the inspection. o Volatile Organic Compounds (VOCs): Modern utilized a Photoionization Detector (PID) capable of detecting total VOCs (tVOCs) to 1 ppbv to screen each grid within 2" or less above the surface to identify if tVOCs were noted above 100 ppbv (0.1 ppmv) or 10x background. No tVOCs observations exceeding 10 ppbv were identified during the inspection. o Radiation: Modern utilized a radiation meter consistent with 16 TAC§4.605(d)and 25 TAC §289.259(e)to screen each grid immediately above the existing surface (no more than 2" above)to identify if radiation was noted more than 20 µR/hr or 2x background and further evaluated to determine if buried Naturally Occurring Radioactive Material (NORM; Technologically Enhanced) -containing equipment was present. No radiation observations exceeding 20 µR/hr were identified during the inspection. ■ Site-Wide Subgrade Leak Evaluation: Since the Padsite previously included subsurface piping and/or related gathering lines at the padsite or up to 250 feet away from the padsite boundary, screening with an optical gas imaging(OGI)camera was performed across the padsite and at least 250 feet from all areas where subgrade piping is suspected and/or known to visualize and pinpoint potential subgrade leaks. No OGI visual evidence of subgrade leaks was identified during the inspection. ■ Action Items: If items are identified during our inspection that remain unresolved or require future confirmation, these will be listed as individual action items for the operator until the City has confirmed further action is not required. There are no outstanding Action Items as of the date of this report. ■ Inspection Data Trends (Leak and NORM Rate): Modern performed a review of inspection data across five(5) North Texas municipalities that use similar inspection methods and data acquisition to develop benchmarks concerning padsite and/or operator performance. This included inspection of over 2,600 wells and 8,000 pieces of supporting equipment. Implementation of these inspection programs resulted in an estimated 56%decrease in leaks. Using these data sets, Modern prepared the following benchmarks for general reference purposes concerning the Leak Rate (number of leaks divided by the number of wells) and NORM Rate (amount of equipment with NORM >50 µR/hr divided by number of wells). In addition to this, the City has asked Modern to perform supplemental inspections with high-resolution equipment based on proximity to sensitive property uses.
