Agenda Questions & Responses Sep 17
Sept. 17 - Agenda Questions & Responses 09/14/24 Mayor Pro Tern Meltzer Work Session C. 24-1341 When people have their own solar, doesn't it reduce costs to the city Currently, there is 13 MWs of install rooftop solar capacity although generation is variable. It is that variability that for PPAs,whether or not they have excess to sell back to the city? ultimately poses a risk to the utility and as such, DME still procures sufficient energy to meet all its load.Additionally, since rooftop solar generates during the day when prices are low, were DME to reduce this output from its PPAs,it would increase the cost of the other hours in the PPA due to the loss of these discounted hours. Lastly, the average PPA cost is 3.79 cents per kWh while the compensation to rooftop solar is 10.5 cents per kWh.Anything paid to rooftop solar customers above the 3.79 cents increases the cost of power which is passed through to other customers in the Energy Cost Adjustment(ECA)rate. 09/14/24 Mayor Pro Tern Meltzer Work Session C. 24-1341 Some people have solar battery storage that allows them to draw on Yes. However, DME does not currently have the ability to provide this level of compensation to battery owners although solar-generated power in the evenings. Wouldn't solar power sold staff is working on developing this ability. For now,the best use of the stored energy would be to avoid the full retail cost 2 back at that time of day have greater value to the city? of energy DME would otherwise provide to the customer. While aggregated battery stored energy could be utilized by DME during peak price hours in the evening,if such a program were in place, the current amount of installed battery storage in the community is not material. 09/14/24 Mayor Pro Tern Meltzer Public Hearing D./E. S23-0001 a/ASUP23- We have two public hearings on SUPS for multifamily. Do we have Per the Denton 2040 Comprehensive plan, it is estimated that an additional 11,239 multi-family units are needed by the 0001 a any indication whether or not Denton is already overbuilt for year 2040 in order to meet projected population growth. Based on current available data, the city has 4,086 multi-family multifamily? Do we know anything about current multifamily vacancy units under construction. Additionally, there are 16 projects comprised of approximately 4,110 units that are currently rates? have zoning entitlements approved(i.e.SUP,zoning compliance plan, PDs). It is important to note that of the 16 projects currently approved,it is possible that not all of these projects will be constructed due to various reasons(i.e. 3 financing, projects placed on hold, lose land contract, etc). Lastly, five additional projects are currently under review that comprise approximately 1,415 multi-family units. The City does not have multi-family vacancy rate information. However, the 2022 American Community Survey 5-year estimate has the City's overall rental vacancy rate for all rental units in town at approximately 6.5%. Typically,5-7%is considered a healthy vacancy rate for a City. 09/15/24 Mayor Hudspeth Work Session C. 24-1341 Please provide definitions of key terms and acronyms. DME currently represents 0.47%.GHG-Green House Gas emissions such as carbon dioxide(CO2), Methane(CH4), Nitrous Oxide(N2O)and Fluorinated Gases. PPA -Power Purchase Agreement(contract by which DME procures renewable energy without owning the generation facility). Solar DG-Rooftop Solar Distributed Generator.
