15 October - Agenda Questions & Responses 15 October - Agenda Questions & Responses Date Received I Submitted By Question/Comment Staff Response 10/13/24 Mayor Pro Tem Meltzer Work Session B 24-1920 Please confirm—this is a review of the same proposed provisions we already voted on Yes. Given the amount of time that has passed since the proposed code amendment(i.e.original ordinance)was last presented to City Council, that are coming back for a vote because of a tie? staff will provide an overview of the proposed code amendments as voted upon at the July 23,2024 City Council meeting during the Work Session on October 15,2024.Staff will outline the key provisions within the original ordinance, and City Council members will have the 1 opportunity to ask questions and make comments including stating concerns they may have related to the original ordinance. The goal of conducting the Work Session is to understand areas of concern and/or the need for additional information to assist City Council in their decision making on October 22,2024. Staffs preference is to be prepared with the necessary information(or materials)instead of crafting alternate ordinance language during the regular City Council meeting in order to achieve a solution as it relates to regulating short-term rental units. 2 10/13/24 Mayor Pro Tem Meltzer Work Session D 24-2118 How did this get on the agenda? I don't recall a pitch on this topic. Mayor Hudspeth requested this item be placed on the agenda. The Mayor has authority to place items on an agenda. 10/13/24 Mayor Pro Tem Meltzer Consent B 24-503 Erica Garland for P&Z shouldn't be on Consent as it's a violation of the rules. I realize The Rules of Procedure would need to be suspended in order to take up this appointment. 3 discussion of suspending the rules has been placed on the Work Session agenda, but hasn't even been deliberated not been subject to direction to be moved to a vote. At a minimum that item would need to be pulled for a separate vote. 10/13/24 Mayor Pro Tem Meltzer Individual Consideration A 24-1647 Which provisions represent the biggest departure from past practices and/or would have The most significant update in the proposed revisions to Chapter 17 of the Denton Property Maintenance Code is in Division 3-Dangerous had the greatest impact on past cases had they been in place? Structures. This provision specifically targets structures posing safety risks to ensure they are identified, addressed, and brought into compliance with the City of Denton's building standards. The updated code now includes detailed criteria for defining what constitutes a dangerous structure and clear guidelines for property owners regarding necessary repairs and security measures. This update emphasizes procedural due process and ensures that demolition is considered strictly as a last resort, enhancing fairness and transparency in code enforcement.Additionally, the 4 revisions introduce expedited abatement procedures that allow for quicker response to violations that directly affect public health and safety, enabling the city to address issues more promptly compared to the slower processes previously in place. There are also minor updates that improve clarity, such as enhancing enforcement provisions and removing subjective procedures that did not align with best practices, including odors. These changes ensure that our code enforcement is based on objective criteria, thus minimizing potential legal vulnerabilities and improving consistency in enforcement across different cases. 10/14/24 Council Member Beck Consent P 24-1978 The back up does not indicate the type of TS dept services being covered.Could I get This vendor provides temporary technical staffing services to fill staff vacancies where and as needed to maintain service continuity. This is an 5 brief summary, please? update to the existing contract approved by Council on November 15,2022.The vendor's DIR cooperative purchasing contract expired and they moved to a TIPS cooperative, which requires Council authorization. All rates are the same as in original contract.
