01/11/25 Mayor Hudspeth Work Session A. 24-2392 What is the waitlist fee helping guard against/prevent?List industry average cost in the The waitlist fee is recommended to offset the administrative costs,primarily staff time,associated with maintaining a list of individuals interested in
North Texas area.Do projections account for loss of some users if the fees are renting City-owned hangars. The administrative costs involve the ongoing maintenance of the list,including verifications of continued interest,
increased...if so explain how much is assumed. responses to inquiries,and updates to information. Administrative costs also include a portion of the airport management software utilized for the
waiting list.
With the implementation of a waitlist fee,these costs will not only be funded by the waitlist participants themselves(as opposed to indirectly by
other airport users),but airport staff expects that an added benefit of the fee would be that waitlist participants who no longer require a hangar or
do not have a serious interest in City-owned hangars,will remove themselves from the list.
Comparative information on waitlist fees from other airports was not included in the report by AMCG as the significant market demand for single-
aircraft hangar space is generally viewed as strong enough to support such a fee(as demonstrated by the City's 150+person waitlist). Staff will
inquire with airports in the region to understand their practices and include any information obtained in the work session presentation.Since those
who join the waitlist are not usually current airport users,we do not anticipate any loss in usership due to this fee.

require them to begin construction on Phase 1 by the end of 2026.
01/11/25 Mayor Hudspeth Work Session B. 24-2099 Please provide time frame on amenities. The regional Trail system will be constructed with each phase of development and is designed as such to provide a looping trail system as each
phase is constructed. The Phase 1 portion of the Regional Trail will connect to underwood Road where the Cole Ranch Regional Trail will
5 connect to the City's Hickory Creek Regional Trail.Because of the trailed roadway networks,smaller loops will be created at each phase also.
The Cole Ranch Event Center is part of the Phase 1 development but relies on the construction of the State Loop 288 Frontage Roads by TxDOT
for access. Therefore,the timing commitment for the Event Center is no later than 60 months following the completion of the Frontage Roads.

acreage and Cole is proposing additional trail infrastructure and programming of the event center.Cole's proposal provides approximately$1.2M
in additional benefit.
