Excellence in Reliability Award – For the seventh consecutive year, Denton Municipal Electric (DME) has been awarded the Excellence in Reliability Award from the American Public Power Association (APPA) for 2024, achieving a top score in the System Average Interruption Duration Index (SAIDI) (a metric used by electric power utilities to measure the reliability of their power systems, specifically the average time a customer experiences a power outage). With a SAIDI rating of 22.55 minutes, DME is in the top quartile of all electric utilities, as reported to the Energy Information Administration. Staff contact: Jerry Fielder, DME B. DTV Video Highlights for March – DTV released several videos this month to raise awareness, educate, and inform our community. Mayor’s Pet Spotlight – Baby Girl is a one-year-old American Pit Bull Terrier who has been in the shelter since Feb. 11, 2025. She is calm and loving, but is not thriving in the shelter environment. She is housebroken and enjoys playing with toys. Baby Girl is well-suited for families with other large dogs, making her a great companion. She is food-motivated, which can be helpful for training and bonding. She tends to pull on the leash during walks so that she would benefit from some leash training. Staff contact: Seth Garcia, Capital Projects 2 Responses to Council Member Requests for Information A.University Drive / Highway 380 and Malone Traffic Study – On Jan. 2, Mayor Pro Tem shared an inquiry requesting a traffic study for US 380 (University Drive) and MaloneStreet. Staff conducted comprehensive safety and traffic operations audits focused onpedestrians and cyclists along US 380, specifically along the stretch from Bonnie Brae toFulton. Although US 380 is a state highway managed and maintained by the TexasDepartment of Transportation (TxDOT), the City is responsible for maintaining the traffic signals along this important route. To improve safety measures, staff systematicallycollected and analyzed various traffic flow characteristics data, including traffic counts,vehicle speeds, and a record of historical crash incidents along US 380. These detailedaudits aimed to identify potential hazards and enhance the overall safety for all road usersin the corridor. The findings of the road safety and traffic operations audit are outlined in the attachedreport. The recommendations for implementation include immediate actions to be takenwithin six to eight weeks, as well as near-term actions (three to nine months), mid-termactions (one to three years), and long-term actions (five to 10 years). The results of this road safety audit will be presented to the City of Denton Mobility Committee at their nextmeeting on April 30 at 10:00 a.m. Staff contact: Chandra Muruganandham, TransportationServices B.Traffic Safety Hickory Creek Ranch Neighborhood – On Feb. 9, Council Member Holland shared an inquiry from a resident regarding unsafe driving and speeding onMontecito Drive. Montecito is a collector roadway that runs through the Hickory CreekRanch neighborhood, connecting Hickory Creek Road to Teasley Road (FM 2181).Staff collected and analyzed traffic volume and speed data over three days and foundthat the speeds were slightly above the posted 30 miles per hour (mph) speed limit. There is ongoing construction on the Hickory Creek Roadway, which may be impacting thevehicular traffic along Montecito Drive. Staff are utilizing Public ServiceAnnouncements to alert drivers to adhere to the posted speed limit along Montecito.Staff will revisit the location after construction is complete for reassessment and torecommend any additional mitigations. Staff contact: Chandra Muruganandham, Transportation Services C.Traffic Study of Prairie and Elm Streets – On Feb. 18, Council Member Beck shared aninquiry regarding statistics and traffic analysis of the intersection of Prairie and ElmStreets. Staff observed pedestrian and vehicular traffic along West Prairie Street, noting safety concerns for pedestrians crossing South Elm Street. Statistics and traffic analysisshow a need to change the traffic control at the intersection from two-way stop control toall-way stop control. Since the Texas Department of Transportation (TxDOT) currentlymaintains Elm Street, staff will recommend to TxDOT that the traffic control for theintersection be changed. Upon completion of construction in the area, TxDOT is scheduled to transfer maintenance and ownership of South Elm Street to the City of Denton. Staffcontact: Chandra Muruganandham, Transportation Services 3 D.Denton 195 Project – On March 21, Mayor Hudspeth shared an inquiry from a residentregarding the McAdams neighborhood meeting. On March 26, McAdams hosted a neighborhood meeting for the Denton 195 project to discuss and review changes to the project since the last neighborhood meeting, held in March 2024. Denton 195 is a proposedrezoning to create an Overlay Planned Development District for approximately 195 acresof land situated at the southeast corner of Interstate 35 West and Corbin Road. The requestis a change from Residential 2 (R2) to Planned Development Mixed-Use Neighborhood (PD-MN) and Planned Development Public Facilities (PD-PF). The project's intent is to develop a multifamily project across three parcels, zoned PD-MN, spanning a total of 57.7acres of land. The City is currently evaluating the remaining 134 acres, which are primarilysituated within a floodplain, to determine the feasibility of dedicating all or a portion of theland for park purposes, as guided by the Parks and Trails Master Plan. This project began in 2022 and was previously two separate cases, one a straight zoning case (Z22-0018) for a rezoning from R2 to MN and PF districts, and one Overlay Planned Development case(PD23-0001) from R2 to PD-MN. Based on feedback received at previous neighborhoodmeetings, the applicant withdrew the straight zoning application and modified the planneddevelopment request to include the entirety of the property with the goal of establishing conditions that would address concerns related to access and other design elements. This case is scheduled to be considered by the Planning and Zoning Commission at their April9 meeting. Staff contact: Angie Manglaris, Development Services E.Construction on Bernard Street – On March 21, Mayor Pro Tem Meltzer inquired about the construction on Bernard Street, from Lindsey Street to Fannin Street, including the rough road surface, dust control, and resident access to homes. Construction on BernardStreet is part of the Neighborhood 2 and 6 Capital Improvements Project, which started inDecember 2023. This week, the contractor is reconstructing the roadway, including a baselayer of asphalt. Concrete work, including curb and gutter, sidewalk, and final paving, willfollow. Additional notification will be provided to all residents before commencing any job that may temporarily affect access to their homes. The estimated completion date onBernard Street is June 2025. Staff contact: Scott Fettig, Capital Projects F.Towing Practices – On March 22, Mayor Pro Tem Meltzer shared an inquiry from aconstituent regarding towing practices of food service delivery drivers in the City. In this instance, the vehicle was towed from private property, which has a contracted towingservice. The City does not conduct towing operations on private property. All towsconducted in the City are reported to the Denton Police Department. Anyone who feelsthey have been wrongfully towed can file a complaint with the Police Department at (940) 349-8181 or have the tow reviewed by the Justice of the Peace or the Texas Department of Licensing and Regulation. Staff contact: Jessica Robledo, Police G.Audra Lane Construction – On March 24, Council Member Byrd forwarded a resident’sinquiry regarding the lane closure on Audra Lane that is detouring traffic down StocktonStreet and Oakshire Street. This project includes required paving improvements, as well as the relocation of a utility gas line. Paving will be completed within the next two weeks,except in the area where the relocation is taking place. Once the work is completed, two- 4 way traffic will be restored. A separate closure will be implemented when the relocation is complete to finish the paving. Staff contact: Wes McBride, Capital Projects H.377 and Brush Creek Development – On March 27, Mayor Hudspeth shared an inquiryfrom a resident regarding the Momentum Advisory Services neighborhood meeting for anapproximately 2.7-acre parcel of land situated at the northeast corner of US 377 and BrushCreek Road. The parcel is part of the parent tract that was recently rezoned to PlannedDevelopment (PD24-0001) in December 2024 for a single-family development. The previous rezoning left the parcel as a remainder with Residential 1 (R1) zoning, intendedto be rezoned in the future for commercial development. At this time, no formaldevelopment application has been submitted to the City. The neighborhood meeting, hostedby Momentum, was conducted to gather feedback on the types of commercial uses thatwould be most preferable in this area. As a state highway managed by the Texas Department of Transportation (TXDOT), responsibility for US 380 primarily lies with the state; however, the City plays a role in maintaining the traffic signals along this crucial route. To enhance safety measures, the staff systematically collected and analyzed various data, including traffic counts, vehicle speeds, and a record of historical crash incidents along US 380. This detailed audit aimed to identify potential hazards and improve the overall safety of all road users in the corridor. Observations and Findings: ▪Traffic Patterns - The traffic patterns on US 380 revealed a notable increase from 2021 to 2024, followed by a decline of approximately 10% in 2025. This downward trend in traffic volumes has led staff to hypothesize that as vehicle density decreased, average vehicle speeds may have increased due to reduced flow friction on the roadway. Analyzing Crash Records Information System (CRIS) data from 2022 to 2024, 129 reported crashes were identified, with 34 incidents explicitly attributed to speeding. The posted speed limit on US 380 (University Drive) is 45 miles per hour (mph). ▪Speed Data - Further examination of the data reveals that the 85th percentile speed for eastbound vehicles is 42 mph, while for westbound vehicles, it is 46 mph. These findings suggest that the observed data aligns well with established national traffic behavior and safety metrics. ▪Sidewalks - The sidewalks along US 380 are generally acceptable, extending on both sides of the roadway from Bonnie Brae to Fulton Drive. On the south side of Malone Street, well-established sidewalks and bike lanes provide a safe route for travel to and from Newton Razor Elementary and Calhoun Middle Schools. However, accessibility remains an issue for residents in the subdivision north of Malone, particularly in the neighborhoods of Georgetown and Cornell, as sidewalks and bike lanes are scarce, except on Hinkle Street. Considering the various factors that affect the construction process—such as the feasibility of the proposed designs, the overall scope of the project, budget constraints, and the need for collaboration with external agencies—staff has developed a comprehensive set of recommendations to address the identified deficiencies.
