Southeast Denton Area Plan Live-Work Overlay District – The Southeast Denton Area Plan (adopted July 2024) included a key goal of strengthening neighborhoods and housing affordability through the creation of a live-work overlay district. The primary focus of the live-work overlay is to allow neighborhood-scaled retail uses within a portion of a single-family home (with the remainder used as a residence). Due to the unique character of the corridor, challenges associated with traditional live-work units, and feedback received from the community, staff are recommending permitting a small number of stand-alone non-residential uses along a section of East Prairie Street (from the Railroad to Oakwood Cemetery). At the May 28, 2025, Planning and Zoning Commission work session, staff presented community feedback results, project analysis, and recommended actions. The Commission agreed with the staff recommendation to prioritize the East Prairie Street section, including allowing stand-alone non-residential uses and establishing development regulations to minimize potential operational impacts on adjacent residences. Her stay has been longer than expected, and we're eager to find her a loving home. Bernadette is highly sociable and loves interacting with people, often jumping up to greet them with enthusiasm. She is housebroken and gets along well with dogs of all sizes, which makes her an excellent companion for multi-pet households. Bernadette thrives on activities like running with her owner and playing with toys. Her food motivation can be a great asset for training and bonding. Bernadette would do best in a home where she can receive plenty of exercise and attention. Her playful spirit and affectionate personality make her a delightful addition to any family willing to embrace her lively demeanor. Staff contact: Bailey Coleson, Animal Services Responses to Council Member Requests for Information A.A-train Rail Trail Maintenance – On May 28, Mayor Hudspeth inquired about maintenanceand upkeep of the greenspace near Loop 288. The City-maintained rail trail segment behindTarget on Loop 288 has seen a substantial increase in trash and debris. In response, theParks and Recreation Department is working with the City’s vendor to schedule a thorough cleanup by removing brush and undergrowth, including privet. The maintenance isscheduled to begin on Monday, June 9. The goal of performing targeted removal of privetis to promote long-term solutions to restore the characteristics and functions of the openspace and habitat. Staff visited the site, repaired the yard and fencing, and met with the resident. This budget has been prepared to meet the growing demands of the county’s growing population and property base, while maintaining high standards of appraisal accuracy, transparency, and customer service. Key operational areas, including technology modernization and workforce development, receive strategic investment in this year’s proposal. Compared to the FY2025 adopted budget, the FY2026 proposed budget represents a moderate increase in total expenditures. This increase is primarily attributed to one- time costs associated with funding the mandatory Board of Directors election in 2026. Absent this election-related expense, the FY2026 budget would remain essentially flat year-over-year. Other contributing factors to the overall increase include strategic investments in staff training and development, appraisal software and other technology enhancements, and inflationary adjustments across some operating expenses. To help mitigate the impact on participating taxing entities, the district will apply $1,708,031.02 in reserve funds to buy down a portion of the total budget. This approach helps maintain stable funding contributions from member entities while preserving essential services and long-term sustainability. As a result, the net amount to be funded by taxing entities for FY2026 is $22,828,545.30, representing a 3.50% increase over the FY2025 adopted funding. It reflects the district’s ongoing investment in recruiting, retaining, and developing a skilled and credentialed workforce. 5200 – Education & Training Total: $295,530.00 +13.17% Supports ongoing professional development through training programs, certifications, seminars, and continuing education required for staff to maintain appraisal licenses and technical expertise. 5300 – Services Received Total: $4,442,046.76 +10.72% Covers contracted services including legal, IT support, third-party appraisal tools, printing and mailing, and outside consulting. The formula is applied uniformly each year and is adjusted as each jurisdiction’s share of the countywide levy changes. The allocation included in this budget packet is an estimate based on the most recently available tax levy data from the previous year. Internal Council Committees consist only of Denton City Council Members. City Council Members also can serve on other internal committees and boards that include participation of residents from the community. Finally, City Council Members may be appointed to external boards which operate on a regional level, generally incorporating members from the county, surrounding cities and towns, as well as members of the relevant business community and the residents for which the board was formed to serve. Council appointments to internal and external committees are anticipated to be considered on the July 15, 2025, City Council agenda. BACKGROUND: Participation by Council Members in City Council Committees supports the development of City policy and provides an opportunity for issues to be evaluated prior to consideration by the full Council. Additionally, Council Member representation on other standing, ad-hoc, and/or external bodies ensures the voice of the City of Denton is heard by external organizations. Committee membership assignments are updated annually by the Mayor and City Council to allow for participation by new Council Members and to adjust participation if required. DISCUSSION: The appointment of City Council Members to internal Council Committees and to the committees and boards of external organizations occurs during the summer after each municipal election. City Council Committees The City Council maintains three City Council Committees – the Agenda Committee, the Committee on the Environment, and the Community Partnership Committee. Agenda Committee membership is not appointed but permanently consists of the Mayor, Mayor Pro-Tem, and the City Manager. The Committee on the Environment meets as needed to review, discuss, and consider environmental issues as well as any other matters delegated to the Committee by the Council, and make recommendations to the Council. The Community Partnership Committee monitors allocation and use of hotel occupancy tax and sponsorship funds to ensure the funds are used for proper purposes. The mayor is vested with the authority to nominate Council Members to the Committee on the Environment with the full Council confirming those nominations by vote. For the Community 23 June 6, 2025 Report No. 2025-053 Partnership Committee, any City Council member may provide a nomination to be voted on by the full Council. Consideration of Council Committee nominations is currently scheduled for the July 15, 2025, City Council meeting.
